An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Licensing staff met with Applicant, Lilliana Martinez. The proposed hours of operation will be Monday to Friday from 8 AM to 6 PM.

This facility is currently operating as Martinez Family Childcare (198019918). The applicant has requested to operate a Preschool Program. The applicant obtained the necessary permits with the city of Altadena to convert the family home into a childcare center.

At approximately 10:35am, LPA was provided a tour of the facility. During this inspection, LPA observed 14 children and 3 staff present. This facility will have a total of (4) classrooms, the main activity room, Pretend Play, Relaxing room, and the Art room. Furniture and equipment were inspected for age appropriateness and good repair. Individual storage space was observed available near the outdoor play area. Drinking water will be available to children via a water pitcher and disposable cups or personal sippy cups. LPA observed the facility to have 2 toilets and 2 sinks available for children in care. All toilets and sinks are in safe and sanitary operating conditions. Cots are available for children in care. There are smoke detectors and fire extinguishers located throughout the premises. The isolation area for an ill child will be located in the office. There is also a fully equipped first aid kit and a locking medication cabinet located in the main activity room.

Licensing staff was guided through the proposed outdoor activity space. The designated outdoor play area was observed to be enclosed by a fence. LPA observed the outdoor area to contain picnic tables, art equipment, age-appropriate play equipment, and multiple themes play sections. There is adequate shade available in the yard via shade tent and trees. The areas located around and under high climbing equipment was observed to has sufficient cushioning material to absorb a fall.

Facility will provide snacks and lunch will be provided by the parents. LPA observed a kitchen on site. Per Applicant, it is available for prepping the children’s snacks only. No transportation will be conducted by the facility.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. At this time, the facility was observed to be operating in compliance with California Title 22 Regulations. The Department has received an approved Fire Clearance. Based on measurements obtained, the capacity forthe preschool will be twenty-six (26) children. Upon return to the Monterey Park Regional Office, LPA will proceed with licensing facility as Childcare Center.
