25 | On 5/19/2026, at 9AM, Licensing Program Analyst (LPA) Joe Katrdzhyan conducted an Unannounced Annual/Random inspection to the above facility. Upon arrival, LPA met with Licensee / Marine Mkrtchyan, who assisted with the visit. LPA disclosed the purpose of the inspection. Entrance Checklist – Family Child Care Homes was provided to the Licensee. Adults in the home were discussed. Also present was the Licensee’s Assistant / Hasmik Nazaryan. There were eight (8) children present at the time of today’s inspection. The Licensee stated that there are currently eight (8) children enrolled. The children’s roster was reviewed and found to be current. Per Licensee, the facility’s hours of operation are Monday - Friday, from 8AM - 6PM. Emergency Disaster Plan, License, and Parents’ Rights were posted at the time of inspection. Disaster drill log was also available during today’s inspection and the last disaster drill was conducted on 4/1/2026.
This is a single story home consisting of a living room, three bedrooms, two bathrooms, a hallway, a kitchen, a laundry room adjacent to the kitchen, a front yard, side yard, driveway, and backyard. The hallway includes a door that provides access to bedrooms 1 – 3 and bathrooms 1 and 2. In addition to the Licensee’s home, the property includes four separate dwelling units, each with its own address and entrance. All four units are located at the rear of the property and function as independent living spaces. The Licensee’s unit is located at the front of the property. The addresses for the rear units are 1112 E Harvard St, Unit A, 1112 E Harvard St, Unit B, 1112 E Harvard St, Unit C, and 1112 E Harvard St, Unit D, Glendale, CA 91205.
According to the Licensee, parents drop off and pick up their children directly at the main door, which leads to the living room. Areas that are accessible to children are as follows: Living room, hallway, bathroom 1, and front yard. The home includes a fireplace located in the living room, that has been blocked/barricaded with children’s storage cubbies to prevent access by children. According to the Licensee, the fireplace is not used. Per Licensee, off-limits areas are as follows: Bedrooms 1 – 3, bathroom 2, the kitchen, laundry room, side yard, driveway, backyard, and the four separate units located at the rear of the property. The off-limits rooms are made inaccessible by child safety gates and childproof door knobs/locks.
