An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Licensee is requesting to operate a preschool program with a toddler option program. Licensing staff met with Child Development Specialist, Patty Linares.

This facility will be located on the premises of Flores Del Valle Apartments near the Apartment leasing office which is accessible from Avenue 25. Per Facility Representative, parents will enter through the playground area and will escort their child directly to the main office. LPA observed the outdoor play area to be fully fenced with locked to prevent unauthorized access. LPA observed sensors located on all doors throughout the facility which will indicate if someone is near or passing. Per Facility Representative, a staff member will be present in the playground area to assist parents if needed. Sign in and sign out will be conducted at each classroom entrance.

At 2:00pm, Licensing staff was guided through a tour of the proposed preschool and toddler classroom. This facility will have (2) Head Start/ Preschool classrooms called PS classroom 2 and PS classroom 3. The toddler’s classroom will be called EHS classroom 1. The toddler option classroom was observed to have its own entrance leading directly into the playground area. The toddlers will have 1 toilet and 1 sink available within the classroom. LPA observed two changing table in the toddler classroom. All toilets and sinks are in safe and sanitary operating conditions.

Both preschool classrooms were observed to have 1 toilet and 1 sink located within each classroom. LPA observed individual storage space available for each child within the classrooms. Toys were observed to be clean and safe. Furniture and equipment were inspected for age appropriateness and good repair. LPA also observed the children to have access a restroom located in the hallway near PS classroom 2 which contain 1 toilet and 1 sink. All restroom equipment was observed to be age appropriate. Water will be accessible to children via water pitcher with disposable cups and the children will also have their individual sippy cup. Cots was observed to be stored within each classroom in the storage room.

LPA observed the preschool to have emergency/first aid kits located throughout the facility. There are also smoke detectors and fire extinguishers located throughout the facility. The director office will be used as the designated ill isolation room. Ill children will utilize the staff restroom.

This facility was observed to have one outdoor play space. Per facility representative, the outdoor space will be designated for preschoolers, however they will request a waiver to allow the toddler to share the preschool play yard on a staggered play schedule. LPA observed the playground to have a paved bike path and play climbing structure. The playground area was observed to have adequate shading provided via canopies. All areas around or under high climbing equipment, and slides were observed to have cushion material to absorb a fall. The children will have water accessible outdoors via water pitcher and their personal sippy cup.
This facility will provide breakfast, lunch and snacks via foo program called Chefables. LPA observed the facility to have a kitchen prep area that will be inaccessible to the children in care. Although the facility will have a kitchen prep area, Food brought into the facility will already be prepared. No transportation will be provided by the facility.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA referred the facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

Fire Clearance has been received by the Department. During this inspection, LPA obtained measurements. LPA discussed with the facility representative that an outdoor waiver request must be approved prior to the issuing of licensure. LPA obtained pictures of the outdoor play area during this inspection. At this time, the application will be submitted for further review.
