25 | On Wednesday, February 19, 2025 Licensing Program Analyst (LPA) Staicy Perry conducted an unannounced case management inspection. LPA met with Marilou Osun, teacher. LPA observed a total 8 children in care with 3 staff supervising the children outside. Facility operates M-F from 8:15am-3:15pm.
Analyst reviewed new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) with facility during the inspection. Per AB 2370, all CCCs that are in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing.
The purpose of today's inspection is to go over the water lead test results. Results indicate that fixture “A” sink located in bathroom had action level exceedance of lead. The "A" faucet located in bathroom had a lead result of 10.5.
During the visit, Department received notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report indicated the facility was inspected and samples were collected. The department was informed that Faucet “A” at the facility tested high for lead, registering at 10.500 µg/L, with a sample date of October 26, 2022, and an analysis date of December 13, 2022. Prior to the facility’s licensing, lead testing was conducted on March 20, 2023, which indicated a level of 12 µg/L for Faucet “D” sink n the restroom. The facility received its license from the department on 10/1/2023, following an application for a preschool program submitted on 4/5/2023 and a prelicensing visit conducted on 8/31/2023.
A pre-licensing visit was conducted, and the facility was officially licensed on October 1, 2023. A retest for Faucet “D” was performed on December 22, 2023, leading to the facility’s opening on August 8, 2024. Throughout the lead testing process, there were no enrolled children, as the facility was not operational. |
