Licensing Program Analyst (LPA) Crystal Green conducted an announced pre-licensing site inspection to inspect and measure facility for capacity determination. Licensing staff met with Applicant Representatives: Site Director, Myra Sabas, Preschool Consultant, Katherine Mayer, and Co- Applicant, Melanie Wolff. The applicant is requesting to operate an Preschool Program. There is also a pending application to operate an Infant Program on the same premises. The proposed facility hours of operation will be Sunday - Thursday from 7am – 7pm; Friday and Saturday hours will be from 7am – 10pm.

This facility is accessible from Hudson Ave. via the rooftop level parking garage located on the southeast corner of the parking lot adjacent to TJ Maxx. Parents will escort their child into the facility. The main entrance to the facility will require individuals to be buzzed in. Per the Director, parents will be required to sign in and sign out using the ProCare Application.

Licensing staff was provided a tour of the facility. This facility will have two designated preschool classrooms which will be called the Green classroom and the Community classroom. Furniture and equipment were inspected for age appropriateness and good repair. Individual storage space was observed located within each classroom. All classrooms were observed to contain storage area for children mats. There is also a fully equipped first aid kit and a locking medication cabinet located in the classroom. LPA observed a total of 2 toilets and 2 sinks accessible to the preschool children. LPA also observed a changing table located within the Green classroom. All toilets and sinks are in safe and sanitary operating conditions.

Drinking water will be available to children via water jugs located within each classroom. Children will also have their personal sippy cups. LPA observed the facility to have two water fountains located in the hallway accessible to the children in care. There are smoke detectors and fire extinguishers located throughout the premises. The isolation area for an ill child will be located in the Directors office.

The facility has a kitchen however will not be used to cook/prepare food. All kitchen, food preparation, and storage areas were observed to be clean, free of litter, rubbish, and rodents. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. The facility plans to provide snacks to the children in care. Parents will provide lunches for their child. Per the Director, no food will be cooked/prepared on site however the facility will have additional ready-made lunches available in emergency situations.

LPA was guided to the designed outdoor play area. The facility has one designated play area. There is age-appropriate play equipment in the playground. All areas around play equipment are cushioned with material to absorb a fall. There is adequate shade provided via canopies. Drinking water will be available to children via water jugs and personal sippy cups. No transportation will be conducted by the facility.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicant Representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

The Department has received an approved Fire Clearance. Based on measurements obtained today, indoor activity space measured for a capacity of 30 children. The outdoor activity space measured for a capacity of 30 children. A preschool license will be granted upon final review of the application.
