Licensing Program Analyst (LPA) Crystal Green conducted an announced pre-licensing site inspection to inspect and measure facility for capacity determination. Licensing staff met with Applicant Representatives: Site Director, Myra Sabas, Preschool Consultant, Katherine Mayer, and Co- Applicant, Melanie Wolff. The applicant is requesting to operate an Infant Program. There is also a pending application to operate a Preschool Program on the same premises. The proposed facility hours of operation will be Sunday - Thursday from 7am – 7pm; Friday and Saturday hours will be from 7am – 10 pm.

This facility is accessible from Hudson Ave. via the rooftop level parking garage located on the southeast corner of the parking lot adjacent to TJ Maxx. Parents will escort their child into the facility. The main entrance to the facility will require individuals to be buzzed in. Per the Director, parents will be required to sign in and sign out using the ProCare Application.

At 10:05 am, Licensing staff was guided through a tour of the designated infant classrooms. There will be a total of 4 classrooms which will be called the Rose, Lilac, Peach, and Coral classrooms. The Rose and Lilac classrooms will be designated for the nonmobile infants. The Peach and Coral classrooms will be designated for the mobile/ older infants. The Rose classroom was observed to have a designated napping area with 16 cribs. The Lilac classroom was also observed to have a designated napping area with 16 cribs. Per the Director, crib sheets will be washed daily by the staff on site. LPA observed two washers and two dryers located the kitchen area. There are changing tables located within arm’s reach of a sink. Licensing staff observed there to be 3 toilets and 3 sinks accessible to the children located within the classrooms between the Peach and Coral. In the Lilac classroom, there were 2 toilets and 2 sinks available. All toilets and sinks are in safe and sanitary operating conditions. There are also additional potty chairs available within each classroom.

LPA observed the classrooms to have feeding chairs and rocking chair available. There is a kitchen area available within each classroom which has a refrigerator for storage infant formula, bottles, and infant food. There is a bottle warmer on site. LPA observed age-appropriate toys and furniture. Play equipment and materials for infants were inspected for cleanliness and safety. Individual storage space was observed to be available for each child.

The facility has a kitchen however will not be used to cook/prepare food. All kitchen, food preparation, and storage areas were observed to be clean, free of litter, rubbish, and rodents. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. The facility plans to provide snacks to the children in care. Parents will provide lunches for their child. Per the Director, no food will be cooked/prepared on site however the facility will have additional ready-made lunches available in emergency situations.

Central air and heating are available throughout the facility. There are trash cans with covered lids available in each classroom. There will be drinking water available in each classroom via water pitcher with sippy cups. The children will also have their personal sippy cups.There is a fully equipped first aid kit available in each classroom. There are smoke detectors and a carbon monoxide detector on site that meets statutory requirements. The isolation area for an ill child will be located in the Director’s office.

LPA was guided to the designed outdoor play area. The facility has one designated play area. There is age-appropriate play equipment in the playground. All areas around play equipment are cushioned with material to absorb a fall. There is adequate shade provided via canopies. Drinking water will be available to children via water jugs and personal sippy cups.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

The Department has received an approved Fire Clearance. Based on measurements obtained today, the capacity for indoor activity space was measured for a total of 64 children. The outdoor capacity was measured for a total space of 25. LPA consulted with the Applicant Representatives regarding the waivers needed in order to obtain the capacity requested for the infant program and also a waiver will be needed in order to share usage of the outdoor play area with the proposed Preschool Program. LPA informed the Applicant Representative that waivers are not automatically granted and will need to be reviewed by the Regional Office for final approval. Pictures were obtained of the outdoor play area.
