Licensing Program Analysts (LPAs) Crystal Green and Mary Silva conducted an announced pre-licensing inspection. Licensing staff met with Applicant Representatives: Sally Valenzuela, Director of Programs, Laura Meja, Associate Director, and Martha Ortega, Site Director. The Applicant is requesting a Change of Ownership for the existing Infant Program. The facility is currently operating as Union Station Gateway Child Development Center (198016996).

There is also a preschool program (198016995) that operates on the same premises as the infant program, which is also in the process of a Change of Ownership. There are no shared areas between the infant and preschool program. The facility hours of operation will be Monday - Friday 7 AM - 6 PM. This facility is located on the premises of Union Station Los Angeles and will operate out of 2 levels (lower and upper). Parents have the option of entering the facility through the ground level plaza entrance or the lower-level garage entrance. Both entrance areas require an access card to gain entrance. Per Applicants, sign in and sign out procedure will remain the same. Parents will utilize the stationary ipad app located throughout the facility.

At 10:25 am, Licensing staff was guided through a tour of the designated infant classrooms which will be locate on level 1 of the facility. There will be a total of 3 classrooms which will be called the Huggable Hills, Lullaby Lane, and the Rainbow Road. Prior to entrance into the Huggable Hills and Lullaby Lane, staff or parents will be required to wear bootie shoe covers. The Huggable Hills classroom was observed to have a designated napping area which contained 12 cribs. The Lullaby Lane classroom was also observed to have a designated napping area which contained 8 cribs. The classrooms also have feeding chairs available.

There are changing tables located within arms reach of a sink. Licensing staff observed there to be 1 toilet and 1 sink accessible to the infants to assist with potty training. The classroom was observed to have age- appropriate toilet and sinks available to children. All toilets and sinks are in safe and sanitary operating conditions.

Licensing staff observed the Rainbow Road classroom were designated for the older infants. There were 1 toilet and 1 sink located within the classroom. Licensing staff observed age-appropriate toys and furniture. Play equipment and materials for infants were inspected for cleanliness and safety. Individual storage space was observed to be available for each child.

Per Applicants, sheets and blankets will be washed daily by the staff. Licensing staff observed a washer and dryer located within the lullaby Lane classroom. There is a kitchen area available within each classroom with a refrigerator for storing infant formula, bottles, infant food. There is a bottle warmer on site. Per Applicants, breakfast and snacks will be provided to the children in care. Parents will have the option to provide lunch for their child or purchase lunch from the provider.

Central air and heating are available in the classroom. There are trash cans with lids were available in the classrooms. There will be drinking water available in each classroom via water bottles. The children will also have their personal sippy cups.

There is a fully equipped first aid kit available in each classroom. There is smoke detectors and a carbon monoxide detector on site that meets statutory requirements. The isolation area for an ill child will be located in the main office.

Licensing staff were guided to the designed indoor/outdoor play area. The outdoor area was observed located within the building with open frame and sunlight windows. There is age-appropriate play equipment in the playground. All areas around play equipment and slides are cushioned with material to absorb a fall. Licensing staff observed the bottom wall panel to be peeling. Per Applicant, will have the building maintenance replace the bottom wall panel. Drinking water will be available to children via water jugs and personal sippy cups.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. The Department has received an approved Fire Clearance. Based on measurements obtained today, the capacity for indoor activity space was measured for a total of 36 children. The outdoor capacity was measured for a total space of 15. LPA Green consulted with the Applicant regarding the information needed to submit an outdoor waiver in order to obtain the capacity requested for the infant program. LPA Green informed the Applicant that waivers are not automatically granted and will need to be reviewed by the Regional Office for final approval. Pictures were obtained of the outdoor/ indoor play area during this inspection.

The following correction needs to be made before receiving final approval. Correction will be due by 07/31/2023.
• The Applicant will submit proof of correction for the bottom wall panel located in the outdoor/indoor play area.
