Licensing Program Analysts (LPAs) Crystal Green and Mary Silva conducted an announced pre-licensing inspection. Licensing staff met with Applicant Representatives: Sally Valenzuela, Director of Programs, Laura Meja, Associate Director, and Martha Ortega, Site Director. The Applicant is requesting a Change of Ownership for the existing Preschool Program. The facility is currently operating as Union Station Gateway Child Development Center (198016995).

There is also an infant program (198016996) that operates on the same premises as the infant program, which is also in the process of a Change of Ownership. There are no shared areas between the infant and preschool program. The facility hours of operation will be Monday - Friday 7 AM - 6 PM. This facility is located on the premises of Union Station Los Angeles and will operate out of 2 levels (lower and upper). Parents have the option of entering the facility through the ground level plaza entrance or the lower-level garage entrance. Both entrance areas require an access card to gain entrance. Per Applicants, sign in and sign out procedure will remain the same. Parents will utilize the stationary ipad app located throughout the facility.

Licensing staff was provided a tour of the facility. This facility will have three designated preschool classrooms called the Tumbling Ave., the Growing Up Blvd. and the Little Learners classroom. The tumbling Ave and the Growing up Blvd will be located on level 2 on the facility and the Little Learners will be located on Level 1. There were children present during this inspection. All children were observed by licensing staff to be under the visual supervision of a teacher at all times. Furniture and equipment were inspected for age appropriateness and good repair. Individual storage space was observed located within each classroom. All classrooms were observed to contain storage area for children cots. Licensing staff observed a total of 5 toilets and 5 sinks accessible to the preschool children throughout level 2. Licensing staff also observed changing tables located within the classrooms. All toilets and sinks are in safe and sanitary operating conditions. Page 1 of 2

Drinking water will be available to children via water jugs located within each classroom. Children will also have their personal sippy cups. There are smoke detectors and fire extinguishers located throughout the premises. The isolation area for an ill child will be located in the main office on level 1. There is also a fully equipped first aid kit and a locking medication cabinet located in each classroom.

There is a full kitchen on site that will be used to prepare breakfast and snacks for the children. Per Applicants, Parents will have the option to provide lunch for child or purchase lunch from the program. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. No transportation will be conducted by the facility.

Licensing staff was guided through the designated preschool outdoor activity space. The outdoor area was observed to contain water play equipment, art equipment’s, a sandbox area, age-appropriate play structure, and bikes. There is adequate shade provided in the outdoor play area.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Department has received an approved Fire Clearance. Based on measurements obtained today, the capacity for the preschool program will be fifty (50) children.
