An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Licensing staff met with Applicant, Jennifer Moore. Also present during this inspection was the Site Director, Christina Jennings. The proposed hours of operation will be Monday to Friday from 7am- 6:30pm.

The applicant is requesting to operate a Preschool Program. The entrance to the facility will be accessible from the parking lot. LPA observed the facility to have electronic devices available at the entrance for the parents to sign in and out. At approximately 11:45am, LPA was provided a tour of the facility. This facility will have a total of three classrooms which will be 2-year-old classroom (RM 3), 3–4-year-old classroom (RM 4), and the 4–5-year-old classroom (RM 5). LPA inspected the 2-year-old classroom and observed the classroom to divided into two sections. Per the Applicant, the older twos will be in the lower section and the younger twos will be in the upper section. LPA observed the classroom to contain 2 toilets and 2 sinks located within the classroom. LPA also observed the classroom to have 2 changing tables located within arms reach of a sink. In the 3-4-year-old and 4-5-year-old classrooms, LPA observed both classrooms to contain 2 toilets and 2 sinks accessible to the children. All toilets and sinks are in safe and sanitary operating conditions. Furniture and equipment were inspected for age appropriateness and good repair. Individual storage space was observed located within each classroom. All classrooms were observed to contain storage area for children cots.

Drinking water will be available to children via filter water faucets located throughout the facility. Children will also have their personal sippy cups. There are smoke detectors and fire extinguishers located throughout the premises. The isolation area for an ill child will be located in the Director’s office. There is also a fully equipped first aid kit and a locking medication cabinet located within each classroom.

There is a fully equipped kitchen on site which will be inaccessible to the children. Facility will provide snacks and lunch to the children in care. LPA observed the kitchen area to be clean and free of litter. No transportation will be conducted by the facility.

Licensing staff was guided through the proposed outdoor activity space. The designated outdoor play area was observed to be enclosed by a fence. LPA observed the outdoor area to contain picnic tables, art equipment’s, a sandbox area, age-appropriate play structure, and multiple themes play sections. There is adequate shade provided in the outdoor play area. LPA observed the 2-year-old classroom to have a deck/patio located directly outside. Per the applicant, the twos will utilize that space as additional activity area for the classroom.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

The Department has received an approved Fire Clearance. Based on measurements obtained today, the capacity for the preschool will be seventy- two (72) children.

Exit interview conducted and report was reviewed with the facility representative, Christine Jennings.

A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
