On Wednesday, September 18, 2024, Licensing Program Analyst (LPA) Staicy Perry conducted an unannounced annual inspection and met with Child Development Specialist, Abigail Saucedo, who guided LPA Perry on a tour of the facility. This is a preschool program licensed for 20 children: (12) preschool and (8) toddlers. This facility is located on the premises of Santa Monica Blvd. Community Charter School. Parents utilize Gate A located on Ridgewood Street. Children will be escorted by their parents to their designated classroom. Waiver on file to share usage of designated TK Kinder Yard using a staggered play schedule. Census was taken and LPA observed 15 children and 6 staff. The facility operates Monday – Friday from 7:45 AM – 4:15 PM. Preschool and toddler components are conducted in physically separate areas both indoors and outdoors. Sign in and out takes place at the main entrance area of the classroom on a tablet with an app called child plus. All areas identified on the facility sketch were toured and inspected both indoors and outdoors. Teacher and child ratio were observed, and present staff are fingerprinted cleared.

Upon arrival, the following staff were present during this inspection: Classroom 1 (preschool) : LPA observed: 8 children and 2 staff present supervising the children. Classroom 2 (toddler): LPA observed 7 toddlers and 3 staff observing the children. Both classrooms were observed to have a separate entrance.

LPA observed the facility to be clean, safe, sanitary and in good repair. Indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All materials and surfaces accessible to children are toxic free. LPA observed age-appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age-appropriate toys accessible to children. LPA observed cleaning solutions stored inside a cabinet making it inaccessible for children to reach. LPA Perry observed trash bins with a lids. LPA observed children’s personal items to be in individual bins.

At this time, there is an area located in classroom 2 that are used as an isolation area. There are chairs and a mat/cot in the area. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted.

Heating, lighting, and ventilation were evaluated by LPA Perry. LPA observed central AC/heater. LPA observed the fire extinguishers located in classroom and the valve on the required 2A10BC fire extinguishers indicating fully charged and serviced on 3/25/2024. Smoke detectors were not tested during this visit due to the detectors being wired to the emergency pull down fire alarm system. Carbon monoxide detectors in classrooms and LPA Perry tested and are operable. The last emergency drill was conducted on 8/28/24. LPA observed napping equipment cots to be in good condition and stored in the classrooms. First aid kit supplies are kept inside the classrooms and LPA observed the kits to be fully equipped. During this visit, per Abigail Saucedo, stated that they currently have one child with medication and/or severe food allergies.

LPA Perry observed the restrooms to be in good condition with working toilets, sinks, hand soap dispenser and paper towels. LPA observed a diaper changing station in classrooms 1 and 2 and the vinyl mat is sanitized with Purell and sanitizer and let dry for 30 seconds. Restrooms are located inside each classroom.

LPA Perry entered the outdoor play area. The outdoor play yard were observed to be fully fenced. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Licensing staff observed age-appropriate toys and equipment. The areas around and under high climbing equipment or slides have a rubber cushioning that absorb a fall. Outdoor activity space surface is maintained in a safe condition as is free of hazards. A sufficient shaded area was observed. The Abigail Saucedo states that there are no bodies of water on the premises and licensing staff did not observe any bodies of water during this inspection. Abigail states there are no weapons or firearms on the premises. For outdoor water drinking, staff bring out water jugs and disposable cups.

This program provides breakfast, lunch, and pm snack. Meals and snacks are provided by an outside vendor called Chefiables who deliver the meals daily. LPA Perry informed Abigail Saucedo that any food brought from the children's homes, the container shall be labeled with the child's name and properly stored or refrigerated. For water drinking, LPA Perry observed water jugs and disposable cups in the classrooms as well as drinking fountains that are filtered. LPA observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin and storage containers for solid waste, including movable bins with tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects, and rodents.

The following documents were posted in a prominent, publicly accessible area at the facility: Facility License, Notification of Parents' Rights (PUB 393), Personal Rights (LIC 613A), Menu, and Earthquake Preparedness (LIC 9148). PUB 269 Child Passenger System Poster, and Daily Schedule. LPA Perry observed sign in/out. The facility uses an electronic format for sign in and outs, Child Plus. LPA observed all children present to be signed in. Waiver was observed to be posted.Transportation services are not provided at this facility.

Children’s Records were reviewed to ensure that the following are present: LIC 613A Personal Rights, Admission Agreement, LIC 700 Identification and Emergency form, LIC 701 Physician’s Report, LIC 995 Notification of Parent’s Rights, LIC 627 Consent for Emergency Medical Treatment and Immunization Record. LPA Perry reviewed the children’s roster, children’s files and observed the files to be complete. LPA did not review staff files during the inspection due to the staff files being stored at the administrative office located at the Foundation for Early Childhood Education Inc. main office. LPA will review staff files at a later time and date.

Criminal Record Clearance – Abigail Saucedo was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA Perry discussed the safe sleep regulations with Center Manger and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Center Manger of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
