On 1/30/2025 at 10:10 am, Licensing Program Analyst (LPA), Crystal Green conducted an unannounced Case Management inspection for an increase in capacity. LPA met with Licensee Representatives Joy Cyprian and Crystal Cyprian. This facility is currently licensed to serve 50 children under a single license serving 6 infants from ages 0-24 months in the Infant Room 1 and 44 preschoolers from ages 3 to 5 years in Preschool Room 2, 3, 4, and 5.

The Licensee, Partners for Childcare Inc., has requested to increase their overall capacity to 58 children by redesignating classrooms to the Infant Program to obtain the capacity of 30 infants from ages 0 to 24 months in Classroom 1, 2, and 3; and decreasing their preschool capacity to 28 preschoolers from ages 2 to 6 years old in classrooms 4 and 5.

This facility is located on the premises of the Puente De Esperanza Church, which will not function during the childcare operating hours. Hours of operation will be Monday to Friday from 7:00am to 6:00pm.
Present during today’s inspection were 2 preschoolers with 2 staff and 1 infant with 1 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Facility Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility. LPA did not obtained measurement during this inspection. Per Licensee Representatives, no changes have been made to the facility’s indoor and outdoor activity space. Total infant indoor activity space measured 1074.99 square footage, which is sufficient to accommodate the requested capacity of (30) infant Children. Total preschool indoor activity space measured 990.75 square footage, which is sufficient to accommodate the requested capacity of (28) preschool children. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots, bookshelves, and other activity supplies for the children.

Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via filter water jugs along with children’s personal drinking bottle. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 12/11/2024.

Infant feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high. LPA observed the changing table to located within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. LPA observed the designated crib area to have 5 cribs. Crib area is separated from activity space via a fixed structure wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Per Licensee Representatives, additional cribs will be obtained when more infants requiring cribs are enrolled. Sleep logs are kept within the Infant Classroom 1. Needs and Services Plans and Sleep Plans are kept within the Main office.

LPA observed a total of 6 sinks, 4 toilets, and 2 potty chairs available for children’s use. The infant room have at least one potty chair or toilet for every five infants. These are sufficient to accommodate the requested overall capacity of children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the main office area.

Facility will provide AM/PM snacks and Lunch. There is a kitchen area on site that includes refrigerator, stove, sink, food prep counter, microwave. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via the main entry door will remain locked.
The facility currently has (3) fully fenced playground area: (2) Infant play yards and (1) preschool play yard. Fencing is made of wrought iron which is at least four feet high. The total square footage for the designated infant outdoor activity space measured 2,294.89 square footage, which is sufficient to accommodate the requested infant capacity. The total square footage for the designated preschool outdoor activity space measured 2,578.91 square footage, which is sufficient to accommodate the requested preschool capacity.

Shade is provided via shade canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via children personal water bottles and filter water jugs. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Licensee representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

No corrections are needed. Upon a final file review, a license will be granted to serve 58 children: (30) Infants from ages 0 to 24 months in Infant classrooms 1, 2, and 3; and (28) preschoolers from ages 2 to 6 years old in Preschool classroom 4 and 5.

Exit interview conducted and report was reviewed with the Licensee Representatives, Joy Cyprian and Crystal Cyprian.

A notice of site visit was given to Licensee Representative, Joy Cyprian and Crystal Cyprian and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
