On 1/16/2024 at 10:00 am, Licensing Program Analysts (LPAs), Crystal Green and Shushanik Safaryan conducted an announced Pre-Licensing inspection for a new infant license. Upon arrival, LPAs met with Applicant Representative, Michelle Johnson. The applicant, Mount Washington Preschool and Child Care Center Inc., has requested to operate a new preschool program with a capacity of 60 (24 Toddlers and 36 Preschool). There is also a pending application for an infant program (198021316) located on the same premises. Hours of operation will be Monday to Friday from 6:30am to 6pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed applicant representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, applicant representative stated that they will keep it in a locked medicine box located in the Director Office. A fully equipped first aid kit is also kept in the emergency backpack within the classroom. There is an operational carbon monoxide detector on site located throughout the facility. All required licensing documents were observed posted on the wall near the main entrance to the facility. Children will be signed in and out at the main entrance prior to entering the facility.

Page 2: LPA continued to tour the facility and measured all indoor and outdoor activity space. This facility will have 2 classrooms (Preschool classroom and Toddler classroom). According to the Title 22 regulations, the toddler program shall be conducted in areas physically separate from those used by older or younger children. LPA observed both classrooms to have its own separate entrance within the facility. Total indoor activity space for the preschool classroom measured for 1,340 square feet which is sufficient to accommodate the requested capacity of 36 preschool children. Total indoor activity space for the toddler classroom measured for 899.9 square feet which is sufficient to accommodate the requested capacity of 24 toddler children.
LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water will be available in the classrooms via Sparklet water dispenser jug. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 12/01/2023.
LPA observed a total of 2 sinks and 2 toilets located within the toddler option classroom and 2 sinks and 2 toilets located within the preschool children. These can accommodate 24 toddlers and 30 preschoolers. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the main office area and ill children will utilize the staff restroom.

Facility will provide AM and PM snacks and lunch. Food will be prepared on site. There is a kitchen area located on the premises that is kept off-limit by a locked door. The kitchen area currently includes a refrigerator, microwave, stove with an oven and sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials.

The facility currently has a fully fenced playground area. The total square footage for the preschool outdoor activity space measured for 8,539.50 square feet, which is sufficient to accommodate the preschool requested capacity. At this time, there is not a designated toddler option play area. A playground waiver to share the playground at different times in the AM and PM due to the toddlers not having a separate designated outdoor play area shall be submitted and approved prior to licensure. Shade is provided via shade canopies.

Page 3: There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water will be available via water pitcher. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Page 4: The following corrections are needed prior to the issuance of the license to include the toddler option program. The applicant must create a designated outdoor play area for toddlers, or the department must receive and approve a waiver to share usage of the designated preschool play area.

Applicant Representative understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Once the correction is received the applicant will be licensed to serve 54 children (30 preschoolers and 24 toddlers).
