Licensing Program Analyst Veronica Martinez Garza conducted a Case Management-Deficiencies inspection on 11/08/24 at 09:13 a.m. to address volunteers Enoe Teran and Ignacia Miranda who were present at the facility without a fingerprint clearance and were left alone providing care and supervision on 11/07/24. LPA met with licensee Jose Romero, who guided LPA on a tour of the facility. There were 04 children present.
During today’s inspection, LPA arrived at the facility and observed (2) volunteers providing care and supervision; however, they do not have a fingerprint clearance. According to the licensee, both individuals are volunteers and therefore they are exempt from fingerprinting. Licensee also stated that he is working on processing their fingerprints and provided paperwork to LPA. Licensee was under the impression that he had 30 days to obtain their fingerprint clearance. On 11/07/24, the licensee left both volunteers alone with children while he was providing care and supervision at Diaz FCCH #198014422 from 09:30am through 04:00pm. LPA discussed with the licensee that volunteers are exempt from fingerprinting if they meet the following Title 22 regulation 102370(b).
The following deficiencies were cited in accordance with Title 22 of the California Code of Regulations and Health & Safety Codes. Please see 809D for documentation of deficiencies.

LPA Veronica MartinezGarza informed licensee Jose Romero that this report dated 11/08/24 document(s) 1 Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.
Also, LPA Veronica MartinezGarza informed the Jose Romero to provide a copy of this licensing report dated 11/08/24 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
