On 10/28/2024 at 11:05 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced prelicensing inspection to add a new toddler program to an existing preschool license which will be consolidated under a new single license. LPA met with Applicant Representatives Alice Tahmazian, Louis Haiek, and Lena Haiek.

This facility is currently licensed as a preschool program (198071951) with a capacity of 76 children serving ages 2 until first grade in a (4) classrooms: Monkeys, Lions, Elephants, and Enrichment Room. The Applicant, Grandview House, Inc., has requested to reduce their licensed capacity to 64 preschool children serving ages 2 to 6 years old in classrooms Monkeys side 2, Lions, Elephants, and the Enrichment Room and add new toddler program with a capacity of 12 serving ages 18 to 36 months in the Monkey side 1 classroom; the overall licensed capacity will remain the same (76).

The hours of operation will be Monday through Friday from 8:00 a.m. to 6 p.m. Present during today’s inspection were 51 children with 7 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and measured the indoor activity space. The total indoor activity space for the Toddler component measured for 438.07 square footage, which is sufficient to accommodate the requested capacity of 12 toddlers. The total indoor activity space for the Preschool component measured for 2291.73 square footage, which is sufficient to accommodate the requested capacity of 64 preschoolers.

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filter water dispenser and the child’s personal water bottle. LPA observed all hazardous items to be inaccessible to children.

LPA observed a total of 5 sinks and 5 toilets available for the preschool children use. There is a changing table located within the toddler classroom. Per Applicant Representatives, children enrolled in the toddler program will use potty chairs within the toddler classroom or the changing table. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff restroom located near kitchen area.

The facility currently has a fully fenced playground areas: the front yard area and the back yard area. Fencing is made of wrought iron, which was observed to be at least four feet high. LPA observed the outdoor area to not have a separate area designated for toddler use only. Applicant Representative proposed to use the back yard area as the designated toddler area however LPA observed that the backyard area to contain a sitting area near the entrance of the outdoor space. The toddlers would have to cross through the preschool designated lunch outdoor area to access the proposed play area in the back yard. LPA observed the front yard area to have age-appropriate play equipment for both toddler and the preschool children. LPA recommended to create a separate yard space for the toddler program, however per Lena, the applicant will be requesting to allow the toddler children to use entire front outdoor area while the preschool children use the back yard area for preschool children lunch.

The total square footages for the preschool outdoor activity area measured to 7,549.20 square footages, which can accommodate the requested licensed capacity. A playground waiver to share the preschool playground at different times in the AM and PM with the toddler program shall be submitted and approved prior to licensure. Shade is provided via canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the back yard playground for children ages 2 to 5 years which is properly anchored. There is adequate cushioning in fall zones of climber provided by outdoor rubber mats. Drinking water is available via child’s personal bottled water.

LPA observed all hazardous items on the playground to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Upon a final file review and approval of the outdoor waiver, a license for 76 children: 12 toddlers from ages 18 to 36 months; and 64 preschoolers from ages 2 to 6 will be granted.
