25 | On 10/15/25, at 8:30AM, Licensing Program Analyst (LPA) Joe Katrdzhyan conducted an Unannounced Annual/Random inspection to the above facility. Upon arrival, no individuals were present at the facility. The LPA contacted the Licensee / Narek Hakobyan, who arrived shortly thereafter and proceeded to assist with the inspection. LPA disclosed the purpose of the inspection and the Licensee guided the LPA on a tour of the facility. Adults in the home were discussed and all have criminal record clearance. The Licensee's Assistant / Tagui Azizian also arrived at the facility some time after. There were no children present at the facility during today’s inspection. According to the Licensee, children typically arrive after 11:00 AM, with the majority enrolled in the after-school program. Licensee states that there are currently 13 children enrolled. The children's roster was reviewed and is current. Per licensee, the facility’s hours of operation are Monday - Saturday, from 7AM - 10PM. Emergency Disaster Plan, License, and Parents’ Rights were posted at the time of inspection. Disaster drill log was also available during today’s inspection and the last disaster drill was conducted on 8/18/25.
This is a single story home which consists of a living room, dining room, 3 bedrooms, 1 & 1/2 bathrooms, kitchen, laundry room, a swimming pool, a detached converted garage (which consists of a bedroom, one bathroom, living room and kitchen), front yard and backyard. According to the Licensee, parents drop off and pick up their children at the main entrance, which leads to the living room. Areas that are accessible to children are as follows: Living room, dining room, bedrooms 2 and 3, bathrooms 1 and 2, kitchen, laundry room, balcony (near the dining room, facing the side yard) and side yard located by the driveway. The living room has a fireplace which has been barricaded with a book shelf to prevent access by children. Per Licensee, the fireplace will not be used. Per Licensee, off-limits areas are as follows: Bedroom 1 (master bedroom), balcony adjacent to the laundry room, back yard / pool area, front yard, walkway on the right side of the house when facing the street and the detached converted garage. The off-limits areas are made inaccessible by child proof door knobs/locks, child safety gates and enclosed gates/fences.
