On 02/10/2025 at 10:00 am, Licensing Program Analysts (LPAs), Elka Chavez and Crystal Green conducted an announced Pre-Licensing inspection for an Emergency Relocation due to the recent Los Angeles Fire Disaster. The Licensee, Rayuela School Inc. was previously licensed to operate at 848 & 850 E. Mariposa St., Altadena 91001 under license 198019098 with a capacity of 15 preschool children from ages 2 to 6 years old; and at 2121 Garfield Ave., Altadena 91001 under license 198021188 with a capacity of 26 preschool children from ages 2 to 6 years old.

Upon arrival, LPAs met with Applicant Representative, Olga Liliana Martinez and Virginia Mutis. Applicant, Rayuela School, Inc., has requested to relocate their existing licensed Preschool Programs (198019098 and 198021188). The Applicant is requesting to serve 41 children: (41) Preschoolers from 2 to 6 years old in classrooms: 1, 2,3 and 5.

Hours of operation will be Monday to Friday from 8:00 am to 6:00 pm. This facility was observed to be located on the property of Good Shephard Lutheran School. There is an operational private elementary school and licensed child care center with license number (198007926). There is a parking lot available to parents for drop off and pick up.

LPAs informed applicant representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, applicant representative stated that they will be stored in a secured location within the office area. A fully equipped first aid kit is also located in the office area. LPAs did not observe a carbon monoxide detector on site. All required licensing documents were observed posted near the hallway by the double door entrance between room 1 and 3. Children signed in and out will be available in the hallway next to classrooms 1 and 3.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. The total preschool indoor activity space measured was 1664.12 square footage, which is sufficient to accommodate the requested overall capacity of 41 children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, cots, bookshelves, and other activity supplies for the children. Drinking water will be available to children via water bottles into each child’s personal water bottle. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. A fire clearance has not been granted.

LPAs observed a total of 6 sinks, 3 toilets and 1 urinal available to the preschool children. These are sufficient to accommodate the requested capacity of preschool children. There is a separate staff restroom equipped with a toilet and a sink that is accessible to staff next to the kitchen area of the elementary school. The isolation area for children who are ill will be located in the office which is located next to room 1. The boy’s restroom will be temporarily designated as the ill children restroom.

The facility will provide AM/PM snacks and lunch will be provided by the parents. Children will eat their meals inside their classrooms. The office is equipped with a sink, food prep area and refrigerator. The office prep area was observed to be free of hazards. The food storage areas were observed free of rodents and/or vermin.

There is an fully fenced playground area that is currently designated for use under the preschool license of Good Shepard CDC. The fencing surrounding the playground area is made of wrought iron fencing which was observed to be at least four feet high. LPAs obtained measurements of the designated outdoor area which calculated to be 2760.35 square footage, which is insufficient for the requested capacity of 41 children. A waiver for to obtain the requested capacity of (41) preschool children and to share use with the existing is There are sufficient outdoor age-appropriate toys and play equipment available within playground area. There is adequate cushioning in fall zones of climber provider via rubber outdoor mats. Drinking water will be available via water bottles with each child’s personal water bottles. LPAs observed a water fountain that is cracked in the playground arae to be accessible to children. Applicant Representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant Representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:

• The Applicant will need to obtain a fire clearance.
• The Applicant will need to install a carbon monoxide detector.
• The Applicant will need to make the water fountain in the outdoor activity area inaccessible to children.
• The Applicant will need to submit a waiver for shared outdoor space and to obtain their requested capacity.
• The Applicant will need to submit a waiver for shared use of the restroom.

LPAs discussed with the applicant representative the additional pending documents that must be submitted to complete the application process. Applicant understands that the facility may be issued a provisional license in the event the additional requested documents need additional time for completion. Once all corrections are received and approved, a provisional license will be issued for (41) preschool children ages 2 to 6 years will be granted.
