On 09/11/2025, at 8:45 am ,Licensing Program Analyst (LPA) Shushanik Safaryan conducted an unannounced complaint inspection to the above facility for the purpose of delivering the complaint findings.
Upon arrival , LPA met with Licensee , Hasmik Konjoyan to whom the purpose of the visit was explained , who guided LPA on tour of the facility. During the inspection 3 children were present with licensee, Licensee`s assistant and licensee`s daughter. More children came in later.

Allegation states the licensee did not ensure safe accommodations of children in care . Information was submitted by RP that children were observed in the front yard unattended. Photograph was submitted by RP to LPA of 2 individuals in the front yard.
Licensee stated it is a picture of one of the children enrolled with the mom during the drop off and she can see the vehicle that belongs to the child`s parents.

Another video was submitted by RP child running on the driveway and another adult following child . According to the RP adult on the video is licensee who is using inappropriate language while running after the child.
During the investigation , the LPA interviewed the licensee, assistant , parents and children.

Licensee stated child running appears to be cousin of the child enrolled with his parent. Licensee`s daughter stated she does not recognize child or adult in the video. No other disclosures were made to support that allegation. The licensee explained that parents pick up and drop off their children at the main entrance, which was confirmed by the parents , an employee and children. Per licensee, children are escorted by parents to the front door, children change their shoes before entering the day care area. At times , parents may arrive with a sibling not enrolled in care .

The licensee further stated that the front yard is not used for childcare activities. Children play in the backyard only.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

An exit Interview was conducted, copy of this report along with Notice of Site visit and Appeal Rights were explained and provided to the Licensee , Hasmik Konjoyan on 09/11/2025.
