On September 5, 2025 at 9:15 a.m., Licensing Program Analysts (LPA) Priscilla Ochoa conducted an announced pre-licensing inspection to the above facility. LPA met with applicant Sophia Rowland who guided analysts on a tour of the facility. The applicant’s husband was also present for the inspection. During this inspection individuals who reside in the home were discussed and noted on Confidential Name List (LIC811) and attached to this report. Per applicant operation hours will be Monday to Friday from 9:00 a.m. to 3:00 p.m. Applicant states the facility will care for children 2 - 5 years old.

All areas identified on the facility sketch were inspected. LPA observed the property to obtain 2 dwellings. The front property obtains a different address. Upon entrance through the driveway, applicant identified a door on the first home on the left, which was locked and leads to the other home. Per applicant this door is always locked. The applicant resides on the dwelling in the back of the property. This is a two-story home that consists of 1 bedroom, home office, 1 bathroom, playroom, living room, dining area, kitchen, front/side patio and in ground swimming pool in the back yard which is fenced.

Areas accessible to children will be the entire first floor, which consist of the living room, dining area, kitchen, bathroom and playroom. Children will also have access to the front/side patio area which is fenced for outdoor play.

Areas inaccessible to children in care will be the entire second floor which includes 1 bedroom and home office, and the swimming pool that is located in the backyard. LPA observed a child safety gate at the bottom of the staircase making the second floor inaccessible. LPA observed the swimming pool to be fully fenced with a mesh gate that is 60 inches tall and is ASTM approved.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

At 9:30 a.m., LPA started touring the property from the driveway. Upon entrance to the property, LPA observed the drive way to be fenced with a ring camera. Per applicant, parents will enter through the driveway which will lead parents to the front patio area and then to the home’s front door. When entering the home, LPA observed the kitchen area. The kitchen area was clean and orderly. All kitchen cabinets obtained child safety locks making them inaccessible. Kitchen knives were also stored in an area that is inaccessible to children. There is also a closet that is right next to the kitchen area that is locked. In this closet applicant stores cleaning solutions and first aid kit. Next to the closet, LPA observed the staircase that leads to the second floor. LPA observed a child safety gate at the bottom of the staircase, making the second floor inaccessible to children in care. Then the dining and living room area was inspected and observed a dining table with chairs, a couch and age appropriate toys for children in care. The applicant then guided LPA to the bathroom that will be accessible to children in care. The bathroom was clean and orderly. LPA did not observe any hazardous items that can pose a danger to children in care. LPA observed the applicant’s licensing board which is near the entrance of the home, with all of the required postings. LPA then toured the playroom which is next to the bathroom and observed a mini couch, additional toys for children in care and children cubbies to store personal items. The playroom also has a storage area where children’s napping equipment in the form of mats were observed. LPA reminded applicant that the mats must be sanitized daily. Per applicant, parents will be providing children’s bedding for napping equipment and will be taken home every week for washing purposes. LPA and applicant discussed the appropriate way to store children’s bedding to ensure cleanliness. LPA observed a fire extinguisher type 2A-10BC in the kitchen area with the purchase date of 08/03/25. LPA also observed a functioning smoke/carbon monoxide detector in the hallway next to the bathroom. LPA was then guided to the outdoor area. LPA inspected the front patio area and observed multiple age-appropriate toys for children in care as well as an outdoor portable sink. Then the applicant guided LPA side patio area where LPA observed additional age appropriate toys for children in care. LPA also observed a locked divider gate at the end of the side patio. Beyond the divider gate is the swimming pool area. The applicant unlocked the divider gate and lead LPA to the swimming pool area. The swimming pool is surrounded by a mesh gate that is at least 60 inches tall, opens away from the swimming pool, is self-closing with a self-latch, and lockable device. The mesh gate did have vertical clearance from the bottom of the enclosure to the ground and is no more than 2 inches.

There are no gaps in the enclosure that could allow for a sphere of 4 inches or larger to pass through. The outside surface is free of any physical characteristics that could be used as a handhold or foothold for a child to climb over. LPA also inspected the swimming pool alarm and safety equipment. The pool alarm must sound upon detecting entrance into the water. The applicant tested the pool alarm and was functioning. As the applicant placed the life ring in the water and created a wave, the pool alarm started the beep. The pool alarm shall be left on and in working condition and audible during the facility’s operating hours while the swimming pool is not in use. LPA observed and inspected the safety equipment that must be visible from the swimming pool and available for immediate use. The life ring with a diameter of at least 17 inches with a United States Coast Guard approval label and a rescue pole with a body hook that is at least 12 feet long but must be long enough to effectively rescue a child at the facility’s swimming pool. LPA also observed the applicant’s swimming pool safety log. LPA reminded applicant that the swimming pool area and safety material shall be inspected daily and available for the department to observe upon request.

Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children.

The applicant’s lease agreement was provided with application as well as Property Owner/Landlord Notification (LIC 9151) and Property Owner/Landlord Consent (LIC 9149).

The applicant states that the facility will provide snacks for children in care and parents will provide lunch. Applicant was advised that food that is brought from the children’s homes, all containers must be labeled with child’s name and properly stored or refrigerated. Per applicant, there are no pets on the premises.

There is telephone service via cellphone that will be used at the facility during operation hours. Per applicant, they will so use the Bright Wheel application to communicate with parents during hours of operation. LPA advised the applicant that if a child shows signs of illness, he/she/they shall be separated from other children. Per applicant the living room area will be used as an isolation area when a child becomes ill. A mat will be available if needed. Per applicant no one smokes in the home.

The applicant does have proof of Health and Safety training, Pediatric First Aid and CPR. The applicant’s Pediatric First Aid and CPR training as indicated on the certificate expires on 06/01/2027. The applicant has proof of immunization against influenza, pertussis, and measles.

The following was discussed with the applicant:


Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

-In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current adult/infant CPR & Pediatric First Aid certification and a valid criminal record clearance associated to the facility license.


-A current roster of children enrolled must be available and maintained for a period of three years, even after children no longer are attending the facility.
-Annual fees must be paid promptly and by the due date or a late fee shall be assessed and/or the License shall be terminated.
-The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary and smoke and carbon monoxide detectors should check, and batteries replaced as needed.
-Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your home.
-Any unusual incidents or injuries must be reported to the Department within 24 hours via telephone and within seven (7) days in writing. (Use LIC624B for written report)
-Fire and safety drills must be performed every six months and documented for review by the Department.
-Smoking is prohibited in a family childcare home.
-Children and Staff records must be maintained and updated as needed and must be available for review by the Department.
-Dog(s) and or pets are recommended to be isolated from children in care.
-No smoking, No infant walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into that category are not permitted in the facility.

-All adults living and working in the home shall be made of aware of the Departments right to inspection authority, which includes but not limited to the right to enter the home when children are being cared for, interview children and adults and review documentation.
- Applicant shall reveal each facility license number in all advertisements, publications or announcements with the intent to attract clients.
- Emergency Disaster Plan, Parent’s Rights Poster and the Facility License are required to be posted.

INFANT CARE: Applicant states that she will not care for infants. LPAs reminded if any infants enrolled cribs or play yard shall not hinder the entrance or exit from the sleeping space, mattresses shall be firm and covered with a fitted sheet that overlaps the underside so it cannot be dislodged. Cribs and play yards shall be free of loose articles and objects. No objects shall be hanging above or attached to the side of the crib. LPA informed Applicant infants cannot be swaddled while in care. LPA advised the Applicant that infants shall be placed on their backs for sleeping and shall be supervised. Infants shall be checked on every 15 minutes and the time of each 15-minute check shall be documented with child’s name and date. The LIC 9227 Individual Infant Sleeping Plan shall be completed for each infant up to 12 months of age. A copy of the LIC 9227 was provided to Applicant. LPA provided the Applicant with a copy of A Child Care Provider’s Guide to Safe Sleep, by American Academy of Pediatrics. LPA also consulted and explained Child Abuse Reporting, Never Shake a Baby, and Safe Sleeping practices.

SAFE SLEEP: LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The applicant was advised that email and phone number may be public information. Per applicant, she does not carry liability insurance or a bond in accordance with standard established by Family Child Care statue. Signed statements (LIC282) will be on children’s files. The law requires Family Child Care provider to carry liability insurance or bond in the amount of $300,000 annually or to maintain the signed statement in the facility file.

No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

MyChildCarePlan.org--Child Care Centers and Family Child Care Home [Applicant, or Licensee] was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reviewed with applicant the LIC 311D, Forms/Records to Keep in Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.


A small family childcare license will be granted once the application undergoes a file review and information obtained by a supervisor. Once licensed, the applicant is required to adhere to the terms and limitations stated on the license.
