This location is currently licensed as Kid Junction with a preschool program 198012090 with a capacity of 69 children from age 2 until entry into Kindergarten and a school age program 198012307 with a capacity of 20 children from ages 1st grade and above. Hours of operation will be Monday to Friday from 7:00am - 6:00pm.

Present during today’s inspection were 29 preschool children with 5 staff. The school age license is currently on inactive status until September 10, 2026. Appropriate ratios and supervision were observed.
All indoor and outdoor activity space utilized for the children was inspected today. When medications are on site, Applicant stated they will be stored in a locked cabinet in the main office. A fully equipped first aid kit is available within each classroom. There is an operational carbon monoxide detector on site located throughout the facility. All required licensing documents were observed posted near the entrance of the main office. FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

Total preschool indoor activity space measured 2463.04 square feet, which can accommodate the requested preschool children. Total school age indoor activity space measured 701.17 square feet, which can accommodate the requested school age capacity.

LPAs observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via filtered water jug and child’s personal drinking cup. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire Clearance was approved on July 16, 2026 by the Los Angeles County Fire Department.

LPAs observed a total of (6) sinks and (6) toilets available for preschool children’s use. These are sufficient to accommodate the requested capacity of preschool children. There were (2) toilets and (2) sinks available for school age children’s use. The school age restrooms afford privacy for children. There is a separate staff restroom equipped with a toilet and a sink located near the main office and near preschool classroom 2. The isolation area for children who are ill will be the main office and ill children will use the staff restroom.

The facility will provide AM/PM snacks. Lunch will be provided by a third-party vendor named Child Nutrition Express. There is a kitchen area located near preschool classroom 2. The kitchen area currently includes refrigerator, sink, microwave, and prep counter. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked doors.

The facility currently has one fully fenced playground area. Fencing was observed to be made of wrought iron which is at least four feet high. This location has an approved waiver on file allowing the outdoor yard to be shared between the preschool and school age program. The total square footage of the outdoor activity space is 4,159.74 square feet, which can only accommodate (55) children at one time. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure.

Page 4 of 4: Licensing staff discussed the waiver request process with the applicant representative regarding sharing the outdoor activity space between multiple programs using a staggered play schedule. This request is intended to meet the requirements of Title 22, Section 101238.2(a), which mandates at least 75 square feet of outdoor activity space per child based on the total licensed capacity. The existing facility has an approved outdoor waiver on file. Per Applicant Representatives, they are planning to utilize the outdoor space as previously approved. The Applicant Representatives were advised that the waiver request will be reviewed by the Regional Office for final approval. Applicants understand that the facility may be issued a provisional license while outdoor waiver is under review.

Based on the measurements obtained from both indoor and outdoor activity space, the facility can accommodate (89) children: (69) preschool children from ages 2 to 5 years old and (20) school age children from ages 5 to 12 years old.

Exit interview conducted and report was reviewed with the Applicant Representatives, Joy Cyprian and Crystal Cyprian.
