Licensing Program Analyst (LPA) R. Derraco conducted an unannounced required one year inspection to the above facility on 08/03/22. LPA arrived at the facility at 10:15 AM and met with licensee, Fatima Castro, who guided analyst on a tour of the facility. Also present during this inspection was an assistant (S2) and S3. Per Licensee, there are 14 children that are currently enrolled. There were 7 children present upon arrival. LPA's temperature was taken and Covid-19 self assessment questions were asked prior to entering the home.
This is a one-story home which consists of 3 bedrooms, 1 bathroom, kitchen, living room, front yard (fenced) and backyard. The off limit areas include 1 bedroom, the kitchen, and backyard area. LPA observed that an additional dwelling unit (ADU) is located in the backyard play area. Address 5557A Olive ave was observed on the front of the ADU.

The main care area is located in the living room. LPA observed child sized tables, child sized chairs, a cubby storage locker for children personal belongings and facility storage, a sectional couch, wall mounted television, an infant changing table, 3 infant high chair feeding tables, age appropriate toys and art materials. Baby gates were observed at the entrance of the off limits kitchen and the hall way. Bedroom 1 was observed to have sleeping cots and mats, a crib, shelves where cleaning supplies are kept, and additional age appropriate toys. Cleaning supplies were observed to be inaccessible to children in care. Per licensee, bedroom 2 is listed on the facility sketch as available for use by the day care, however children are not currently using the space. LPA observed bedroom 2 to be clean and free of defects. The bathroom designated for children in care was observed to have an operable toilet and sink. A child lock and gate was observed on the shower and bath tub to prevent access to children in care. The cabinet beneath the bathroom sink was also observed to have a child lock making the cleaning supplies inaccessible to children in care. The front yard has been designated as the facility's outdoor play area. LPA

observed perimeter fencing, outdoor play equipment, a swing set, a two inflatable water pools. No water was observed in either of the pools and licensee understands that when they are in use, children must be supervised at all times and the pools must be emptied when not in use. A sanitizing station was observed on the front porch towards the entrance of the home. The licensee states that she provides food for children in care. Per licensee, isolation area for children showing signs of illness will be located in bedroom 1. Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted in the main care area.

Individuals who reside in the home were noted and discussed. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee states that there are no firearms stored in the home.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety,


comfort, and cleanliness. There is telephone service via a cellphone that is used and the cellphone stays at the facility during operation hours. LPA observed air conditioning units mounted in the window throughout the facility. Per licensee, when it is cold, she uses portable heaters that shut off when motion is detected. The licensee states that poisons such as ant spray and weed killer are kept locked in the shed located in the off-limits backyard. The valve on the required 2A 10BC fire extinguisher indicates fully charged. Smoke and carbon monoxide detectors were tested and are operable. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs. LPA did not observed any pets on the premises. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. LPA observed that the Licensee and assistant do have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file. File review was observed to have proper mandated immunization records. Children’s records were reviewed, including emergency information and were observed to be complete. A current children’s roster was available for review. LPA advised the licensee to access forms, regulations and quarterly updates online at: www.cdss.ca.gov.



Incidental Medical Services (IMS):
IMS was discussed with licensee. Per licensee, there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.

A notice of site visit was given and must remain posted for 30 days.
