On November 15, 2024 at 11:10a.m. Licensing Program Analyst (LPA) Keneisha Dunlap arrived at the above facility for the purpose of an unannounced Annual Inspection. LPA Dunlap announced the purpose of the visit and was granted entry into the facility by Licensee Fatima Castro. There are 20 children enrolled, and 5 children present at the time of inspection. The hours of operation are Monday- Sunday from 12:00am-12:00am. All adults in the home were discussed and background and fingerprinted cleared. License, facility sketch, earthquake disaster checklist, disaster plan, and PUB 394 posted. Licensee does have a current disaster log drill with the date of 11/5/24. Licensee does have current LIC 9040 (facility roster).


This is a one story home which consists of 3 bedrooms, 2 bathrooms, kitchen, living room, front yard (fenced) and backyard. The off limit areas include 1 bedroom, the kitchen, and backyard area. LPA observed that an additional dwelling unit (ADU) is located in the backyard.

The living room is the main care area. There is an area rug, TV, age appropriate table and chairs, and plush toys. LPA observed main care area to be in good condition, free of sharp, loose or pointed parts.

The kitchen area is inaccessible to children with baby gates blocking off the entry.

The bathroom area has a working toilet and sink. The cabinet has a safety latch making it inaccessible to children. The second bathroom has a safety latch making it inaccessible to children. The Licensee stated that they will not be using second bathroom indicated on facility sketch as of 11/30/24. LPA Dunlap advised the Licensee to submit new facility sketch with updated off limits area.
LPA observed cabinets in hallway with safety latches with cleaning items inaccessible to children.

The outdoor area for play with artificial grass is the front yard which has a gate. The yard has toys, slide structure, and bikes, LPA observed outdoor area to be in good condition, free of sharp, loose or pointed parts.

LPA observed the smoke detector and carbon monoxide detector to be operable.

LPA observed a fire extinguisher with an expiration date of 11/16/24.

The Licensee does provide nap time. Cots are stored in the Licensee bedroom.

Criminal Record Clearance - Family Child Care Homes Licensee Fatima Castro was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Safe Sleep

LPA discussed the safe sleep regulations with Licensee Fatima Castro and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Licensee Fatima Castro of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Megan’s Law - Family Child Care Homes During the exit interview, the Licensee Fatima Castro confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.

Appeal rights explained and given to Licensee Fatima Castro.
