Licensing Program Analysts (LPAss) Alicia Mooberry and Portia Bowden conducted an unannounced Annual Random inspection. Licensee stated not having any children in care, no children were present during inspection. The home is a Large Family Child Care Home, with the capacity of 14. Currently there are 0 children enrolled. Licensee states they will care for children ages 6 years old to 12 years old. Per Licensee hours of operation are Monday to Friday (except Tuesdays) 6AM to 8AM and 2PM to 6PM. The licensee would like to offer after hours care, LPA discussed On Tuesdays, hours will be 6AM to 8PM and 12PM to 6PM.

During today's visit LPA's alongside with licensee Deseree Chase, toured the inside and outside of the child care home including "off limit" areas. LPA toured "off limit" area because facility was licensed during the

This is a two-story home that consists of 3 bedrooms, 4 bathrooms, office, theater room, foyer, den, gym, child care room, kitchen, dining room, laundry room, back yard (fenced) and garage. Children will use the child care room, living room, dining room, restroom next to the child care room, den, foyer, and backyard (fenced).

"Off limit" areas include the following: all of the second floor, which includes 3 bedrooms, 2 bathrooms, office and theater room. LPA's observed a retractable safety gate at the bottom of the stairs.

The gym, garage, and laundry room are located in the first floor are also off limits. LPA's observe a lock on the gym door. LPA's observed stairs that lead to the balcony in the backyard that was gated off. LPA's observed a shed in the backyard that remains locked.

Areas that will be used by children were inspected for safety, comfort, cleanliness, telephone service (cellphone), ventilation and heating (central). Detergents, cleaning compounds, medicines, sharp objects and hazardous items that can pose a danger to children are inaccessible in areas designated for children. Page 1 - Report continues

There is a firearm on the premises. LPA's observed the firearm to be secured within Title 22 regulations. LPA observed locked kitchen cabinets with magnet locks making hazardous items inaccessible to children. The required (2A10BC) fire extinguisher was purchased on 03/19/24. Smoke detectors and carbon monoxide detector are in operable condition. Licensee has a current Pediatric First Aid and CPR and expire on 12/03/25. Licensee has proof of immunization against influenza, pertussis, and measles. Licensee has current Mandated Reporter Training.

The licensee not providing care for Infants. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Children are using the back yard for outdoor play. LPA observed insecticides that is kept in the locked shed in the backyard. The outdoor play area was observed to be fenced. LPA advised licensee to ensure there are no hazards in the backyard when children are present. The facility does not have a pool or similar bodies of water. LPA observed 2 small dogs in the home. Per licensee, the pets are kept in off limit second floor during daycare hours.

There are no children record LPA discussed children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization's Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights, and documentation of 15-minute Infant Sleep Check (0-24 months)

Licensee records were reviewed for approved Pediatric First Aid and CPR certification, LIC-501: Personnel Record, LIC 508-Criminal Record Statement, LIC 9052- Employee Rights, Proof of immunizations against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training Certificate. -------------------Page 2 – Report Continues

LPA discussed Incidental Medical Services for when licensee starts operating. LPA referenced PIN 22-02-CCP. A Plan for Providing IMS is to be submitted to the Department for children as needed.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies cited today in accordance with California Title 22 Regulations.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Deseree Chase.
