On February 26, 2025, at 12:30pm, Licensing Program Analyst (LPA) Keneisha Dunlap arrived at the above facility for the purpose of an unannounced Annual Inspection. LPA Dunlap announced the purpose of the visit and was granted entry into the facility by Assistant -Gabriella Gutierrez. There are 13 children enrolled, and 6 children present at the time of inspection. The hours of operation are Monday-Friday from 6:30am-6:00pm. All adults in the home were discussed and background and fingerprinted cleared. License, earthquake disaster checklist, disaster plan, and PUB 394 posted. Assistant does have a current disaster log drill with the date of 1/13/25. Assistant does have current LIC 9040 (facility roster).

This is a single-story home which consists of 3 bedrooms, 2 bathrooms, kitchen/dining room, 2 living rooms, a detached garage, front yard, and fenced backyard (fenced). The off-limit areas include 2 bedrooms, 1-bathroom, detached garage, and front yard. The home has a HVAC system.



The main care area is in the living room. LPA observed baby cribs, recliner, couch, and stool seats. The laundry room is adjacent to the main care area and has a lock. There are child sized tables, and child sized chairs also in the main care area.

Bedroom #1 has sleeping mats stored in the closet with other learning materials. There is an area rug, a cubby for toys, dramatic play, mounted TV, a shelf with storage bins for toys, books, a small table with chairs, and a wall mounted television.

The kitchen area is inaccessible to children with baby gates blocking off the entry. The cleaning supplies are stored in the cabinet underneath the sink with safety latch making it inaccessible to children in care. All cabinets and drawers (including knife drawer) have safety latches making it inaccessible to children.
The Bathroom #1 has a working toilet and sink. The cabinets have a safety latch making it inaccessible to children.

The outdoor area for play is the back yard which is fenced. The yard has shaded structure, toys, slide structure, dramatic playhouse, picnic tables, tykes, scooters, age-appropriate toys, and bikes. LPA observed outdoor area to be in good condition, free of sharp, loose, or pointed parts.

A jacuzzi with a locked cover was also observed in the backyard play area. The cover was able to sustain weight of the Assistant.

LPA observed a dual smoke detector and carbon monoxide detector to be operable.

LPA observed a fire extinguisher with an expiration date of 6/3/24.

The Assistant stated that they do provide meals for children.

The Assistant stated they use a cell phone.

The Assistant stated they do not have any children that they administer medication to at this time.

The Assistant stated that when children are sick, they are placed by the door in the main care area.

The Assistant stated there are no firearms in the home.

The Assistant stated that there are no smokers in the home.

The Assistant stated that they do provide transportation for children.

The Assistant stated that they do have a first aid kit.

The Assistant stated that they do provide nap time. Cots are stored in the closet of Bedroom #1.

Criminal Record Clearance - Family Child Care Homes Assistant Gabriella Gutierrez was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Assistant Gabriella Gutierrez and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Assistant Gabriella Gutierrez of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS)

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. MyChildCarePlan.org – Centers and Family Child Care Homes Assistant Gabriella Gutierrez was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Megan’s Law - Family Child Care Homes During the exit interview, the Assistant Gabriella Gutierrez confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.

Appeal rights explained and given to Assistant Gabriella Gutierrez.

No deficiencies cited during today’s visit.
