Licensing Program Analyst (LPA) Alicia Mooberry conducted an announced Case Management Inspection. The purpose of the visit is to inspect the home for a capacity increase. The Fire clearance was granted on 3/30/22 by L.A. County Fire Department. LPA met with licensee Elizabeth Sanchez and toured the home. All rooms per the facility sketch were identified. All areas on the facility sketch were inspected to ensure the health & safety standards as required by regulations governing family child care homes are met. There were 3 children present during this inspection, including 1 infant. Also present were Juana Sanchez, and Richard Sanchez, assistants. All adults present during today's inspection have received background clearance. Individuals residing in the home were discussed and noted.

LPA explained the capacity limitations for a Large Family Child Care license to be 12 with no more than 4 infants and a qualified assistant. Without a qualified assistant the license reverts back to the requirements for a small family childcare. Optional care may be provided for a maximum capacity of 14 children with no more than 3 infants, 2 school age children and a qualified assistant. School age children must be 1 age of 6 years and 1 in Kindergarten.

This is a single-story home which consists of three bedrooms, two restrooms, kitchen, living room, front yard and backyard (both fenced) and detached 2-car garage.

Areas used by children include: Bedroom #1 and bedroom #2 located in the front of the home next to the living room, bathroom (located in the hallway next to the front bedrooms), living room, kitchen, dining room, front and back yard.


Areas off limits include: Master bedroom and bathroom, detached garage. Master bedroom door was observed locked with key. The garage was observed to be locked.

The home is clean and orderly and has central heating and air conditioning. Detergents, cleaning products and other items which can pose a danger to children are inaccessible in kitchen and bathroom cabinets secured with safety locks and magnetic locks. -----Page 1

The required 2A 10BC fire extinguisher indicates fully charged, serviced on 06/2021. Licensee was reminded to have fire extinguisher serviced yearly. Smoke and carbon monoxide detectors in the living room were tested and are in operable condition.

The licensee has completed the required Health and Safety Training, Nutrition, and Lead Training. The Licensee and Assistants have current EMSA approved Pediatric First Aid and CPR, which will expire on 04/2024. The Licensee and Assistant have completed the Mandated Reporter Training. Licensee and Assistant presented proof of immunization against influenza, pertussis, and measles on this date.

Rooms that are off-limits need to be made inaccessible during operating hours. No smoking, No infant swings, walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into that category are not permitted in the facility.

Per Applicant, there are no weapons or firearms in the facility, none were observed by LPA. Applicant has no pets at this time.


Per applicant, the front and back yard will be used as outdoor play area. The detached garage in the back yard was observed to be locked and is utilized storage. Safe and age appropriate toys were available. There are no bodies of water on the premises.

LPA Provided COVID-19 Technical Assistance. LPA advised applicant to ensure they are following the guidance from the local health authorities in order to prevent and reduce the transmission of diseases.

LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted

LPA provided Technical Assistance on Safe Sleep Regulation and provided PIN 20-24-CCP and Infant Sleep Plan LIC 9227 for infants up to 12 months of age. Children will nap in the living and bedrooms, mats and play yards are available.

LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The isolation area for a sick child waiting to be picked up will be in the living room next to the exit away from other children.

A Large Family Child Care license will be granted upon Licensing Program Manager (LPM) Approval. Once licensed, the applicant is required to comply with the terms and limitations stated on the license.

No deficiencies were cited as a result of this inspection.

Exit interview conducted and report was reviewed with Elizabeth Sanchez, licensee.
