Licensing Program Analyst (LPA) Anthony Padilla conducted a Required Annual Inspection on this date on 9/10/24. Upon arrival at 9:55am. LPA was unable to access facility due to entrance gate being locked. at 10:00 AM LPA called licensee to allow entrance to the facility. At 10:05 AM LPA met with Elizabeth Sanchez who granted LPA access and tour of the facility. LPA explained the purpose of inspection and provided the inspection Entrance Checklist, LIC 126. LPA inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access. Per licensee the hours of operation are Monday-Friday 7:00am - 5:00pm. There was one infant child present during inspection. Licensee currently provides care for children ages 0-12 years old. All adults and Individuals residing in the home were discussed and noted.

This is a single-story home which consists of three bedrooms, two restrooms, kitchen, living room, front yard and backyard (both fenced) and detached 2-car garage. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children.

Areas used by children include: Bedroom #1 located in the front of the home next to the living room, bathroom (located in the hallway next to the front bedroom), living room, kitchen, dining room and front yard with porch.

Areas off limits include: Master bedroom and bathroom, bedroom #2 next to on limits bathroom in the front section of the facility, detached garage, backyard and driveway. Master bedroom door was observed locked.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection:

LPA observed the facility license, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness in a location visible to parent/guardians of children in care. LPA reviewed completed facility records including; LIC 610- Facility Disaster Plan.

Smoke and carbon monoxide detectors were tested and are operable. Fire extinguisher indicated fully charged and was serviced on 5/30/24, Licensee was reminded that fire extinguisher needs to be serviced yearly. The home maintains telephone service via land line. The home is observed to be clean and orderly and free from any hazardous that can be a danger to children. There are toys and other age-appropriate material available. LPA observed that cleaning compounds are locked under kitchen sink cabinet inaccessible to children in care. The bathroom that children use is located in the hallway and observed to be clean and free of hazards.

Licensee states that there are no poisons stored in the home and understands that all poisons must be lock, not only inaccessible to children.

Per Licensee there are no firearms or weapons stored in the home. Isolation area for sick children waiting to be picked up is in the living room on the adult size couch and children are supervised while being separate from the other children.

Per licensee currently there are 2 infants enrolled and LPA discussed the safe sleep regulations with licensee.

Currently, children are using the front yard for outdoor play. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. LPA did not observe any objects that could be hazardous to children in care. The facility does not have a pool or similar bodies of water. Per licensee she has one small dog as a pet but children do not interact with dog. LPA observed pet dog to be located in the off limits bedroom during time of inspection. .

LPA observed Children’s and staff files and records were reviewed and found complete. LPA reviewed 1 of 1 children files for LIC 700 (Identification and Emergency Information), LIC 702 (Child's Health History), LIC 995A (Parents rights), LIC 9150 (Receipt of Parent notification), LIC 282 (Affidavit regarding insurance), LIC 627 (consent for medical), Immunization card, LIC 9227 (Infant Sleeping Plan), and Safe Sleep logs. LPA observed 1 of 1 staff file for LIC 9052 (Employee Rights), Immunization card (TB test, DTAP, MMR) current mandated reporter training certificate with completion date of 1/2/23, and current approved pediatric first aid and CPR with completion date of 5/20/24.

LPA provided resource to other resource and referral agencies for licensee to call and contract with to increase enrollment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

During the exit interview, the LICENSEE ELIZABETH SANCHEZ confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
