Licensing Program Analysts (LPAs) Franchesca White and Keneisha Dunlap arrived at the above facility for the purpose of an unannounced 3 year required annual inspection. LPA White announced the purpose of the visit and was granted entry into the facility by licensee, Jesseika Dorlus. The hours of operation are 6:00 a.m. to 6:00 p.m. Monday through Friday. There are no children enrolled. There are no children present during today's inspection. All adults in the home were discussed and have current criminal background clearance. Parent Board was observed to have the following forms: License, Emergency Disaster Plan, Disaster Drill Log, Parent Rights and Facility Sketch.

This is a single story home with three bedrooms, two bathrooms, living room, dining room, kitchen, front yard, back yard and an unattached garage. Areas used as main care areas is Bedroom #3, Bathroom #2, the back yard, and the living room as an isolation space for sick children only. The areas that are off limits to children and parents are the kitchen bedrooms 1 and 2, the front yard, and the detached garage. Licensee was reminded that the department has the inspection authority to observe all areas of the home. All areas listed on the facility sketch as main care areas were inspected for the health, safety, heating, and ventilation for the children. Licensee states that her cell phone will be used as the main contact number for the facility (323) 847-6171.

At 10:20 am. LPAs entered the back gate of the home that leads to the main care area of the facility that has a separate entrance from the front of the home Upon entry of the main care area which is Bedroom #3, there are cubbies located to the left of the entrance in a large closet space. LPA's observed individual storage containers for the day care children's belongings and blankets. There are supplies for the children activities such as, puzzle cushions, and crayons store on top of the cubbie space. LPA's observed napping cots and overhead car seats are strategically placed. Licensee states that the car seats will be moved to the detached garage, because she will no longer offer transportation. At 10:25 a.m., LPAs observed the walls of the main care space to have days of the week, shapes, and number posters. There were storage shelves along the wall with toys, manipulatives, and activities for the day care children. There was a crib located on the right side of the room. there is a teacher sitting space to the right of the entrance with storage containers on the sides of the sitting space. There is a human body, and daily calendar on the wall with ABC curtain providing shade to the windows of the room. To the left of the entrance of the main care space are three high chairs for infant feeding with a city area rug under the high chairs.

At 10:35 a.m. LPA White observed bathroom #3 located inside the main care space. LPA observed a small potty training toilet in the corner of the bathroom, a stepping stool for the toilet, the cabinets did not have child safety locks on them. Licensee states that this bathroom has been used as her personal bathroom since returning to the home. Licensee states that child safety locks will be installed. Licensee will send proof of corrections to LPA White by 8/14/2024.

At 10:45 a.m., LPAs observed the kitchen to have cabinets with child proof locks. The knives were observed on the counter, and licensee was informed that knives have to be locked and made in accessible to children in care. LPAs observed a baby gate that makes the kitchen inaccessible to children in care. Licensee states that the living room will only be used as a isolation area for sick children waiting to be picked up. Licensee states that sick children will only use the kitchen to pass to the living room area.

At 11:00 am, LPAs observed the back yard to have a grass turf, slide, dramatic play area, benches and chairs for children to sit and do activities with a small track drawn around the play area. LPAs observed a sitting area for adults towards the back of the back yard. Backyard in completely fenced in with a gate making the back yard safe for the children in care.

Life saving devices were observed in the home. The 2A 10 BC fire extinguisher was observed in the hallway of the home. It did not have a service tag or proof of purchase. Licensee states that she will provide proof of purchase to LPA White on 8/14/2024. The carbon monoxide detector was observed in the hallway of the home and it was operable. Licensee states that she will add another carbon monoxide detector to the main care area as well. The home has two smoke detectors. One of the detectors is in the main care area and the other is in the kitchen. Both detectors were operable at the time of inspection.

Licensee states that there are no bodies of water on the property. LPAs did not observe any bodies of water. Licensee states that there are no weapons or firearms in the home. LPAs did not observe any firearms in the home. Licensee has three pet dogs in the home. They are kept in a kennel that is locked making them inaccessible to children in care.

At 11:15 a.m., LPA Dunlap observed the Licensee's file to have proof of immunization, LIC 9108, LIC 9052, CPR/First Aid - 6/2026, and Mandated Reporter Training Certificate 4/11/2026. Licensee will provide proof of a current TB test reading on or before 8/14/2024.

The following were discussed:
JESSIEKA DORLUS was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with Jessieka Dorlus the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. PIN 22-05-CCP Page Eight.

LPA discussed the safe sleep regulations with [applicant, licensee, or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Jesseika Dorlus of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 8/14/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses.

Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Jesseika Dorlus was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

There are no deficiencies being cited today in accordance with California Title 22.

A notice of site visit was given to Jesseika Dorlus and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the Jesseika Dorlus. A copy of the report, notice of site visit, and appeal rights were given to Licensee Jesseika Dorlus.
