Licensing Program Analysts (LPAs) Jeanette Estrada and Jonnisha Culbert conducted an unannounced complaint inspection. LPA met with Licensee Dr. Linda Johnson and informed her of the reason for the visit. LPAs observed a total of eight children with one staff in the preschool classroom.

LPAs conducted staff interviews which revealed that Staff 2 in the preschool classroom does not meet the educational requirements as a Fully Qualified teacher or as a teacher. LPAs reviewed transcripts for Staff 2 to verify that they do not meet the educational requirements. Interviews also revealed that Staff 3 does not meet educational requirements. Per Licensee, Staff 3 is an assistant teacher in the facility and Licensee verbally confirmed that Staff 3 does not meet any of the educational requirements. Staff 3 was not present during today's visit. Staff 3 was present during the visit on 3/26/24 and also verbally confirmed they do not meet the educational requirements.

During today's visit, Licensee stepped into preschool classroom to supervise.
The preponderance of evidence has been met, therefore the above allegation is found to be substantiated.
California Code of Regulations, (Title 22, Division 12, Chapter 1), are being cited on the attached LIC 9099D.

The notice of site visit was posted where the parent/guardian of children enter and exit the facility.

Exit interview conducted and a copy of the report and appeal rights were provided to the Licensee, Dr. Linda Johnson.

During today's visit, Licensee stepped into classroom to supervise. Licensee has contacted two staffing agencies to provide additional qualified staff. Licensee will provide proof of contract with staffing agencies by due date.

 & at least six months of work experience in a licensed child care center or comparable group child care program. This requirement is not met as evidenced by:Staff 3 does not meet educational requirements. This poses a potential threat to the personal rights of children in care.
