On 10/7/24 Licensing Program Analysts (LPAs) Portia Bowden and Jeanette Estrada conducted an unannounced Annual Inspection at the above facility. At 1:00 PM LPAs met with Antonia Jimenez, Licensee, provided LIC 126 Entrance checklist, and explained the reason for our visit. LPAs observed 7 children in care, including 2 infants. Per Licensee there are 11 children currently enrolled. The hours of operation are 6:30AM to 4:00PM Monday – Friday. Currently there are no children requiring Incidental Medical Services in care. Licensee provides breakfast, lunch, and a PM snack. Licensee also provides transportation to and from school via walking to Anderson Elementary School. LPAs observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPAs also observed Licensee's current Pediatric CPR (Adult/Infant /Child) and Pediatric First Aid certifications (expire 04/06/26) and last fire drill conducted 6/16/24. Licensee Antonia Jimenez’s Mandated Reporter Certificate was observed with an expiration date of 6/17/26. All adults in the home were discussed and observed to have criminal clearance.

This is a single story dwelling with 3 bedrooms and 2 bathrooms. The main childcare area is in the living room and one bedroom by the living room is also converted into a daycare area. Children do have access to the family room/kitchen area. Kitchen area observed to have no sharp object or chemical compounds accessible to children in care. LPA observed kitchen cabinets to safety latches. Per licensee all chemicals and poisons are kept in the locked kitchen cabinet inaccessible to children in care. LPAs observed bathroom outside of daycare bedroom to be clean, fully stocked and have safety latches on the sink cabinet. LPAs observed above ground pool previously noted on 6/27/24, 7/3/24 and 8/22/24 Case Management Inspections to be removed from the backyard. The backyard also contained chickens, pit bull dog and birds in cages.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Per Licensee Children do not have access to the enclosed backyard, two bedrooms, or the detached garage. Children outdoor play area is located in the front of the home and is fully gated. LPAs observed the front yard area to be clean, have no sharp edges and contain age appropriate toys. There are no bodies of water on the premises.

Licensee stated there are no firearms or weapons in the home. The home was found to be clean and orderly with proper ventilation for safety and comfort. LPAs observed a wall heater in the on limits dining area to be properly barricaded and inaccessible to children in care. The Fire Extinguisher (2A-10-BC) is mounted on the daycare living room wall with a purchase receipt dated 6/16/23. Licensee was reminded that fire extinguishers need to be serviced or purchased yearly. There is a working smoke/carbon detector located at the daycare area.

Children’s records were reviewed and observed to be complete.

1 Technical violation is being cited today for the expired fire extinguisher.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
