On 02/11/2025 Licensing Program Analysts (LPA) Peter Bishop conducted an unannounced Annual Visit at the above facility. At 12:00 PM LPA Bishop met with Licensee Angelica Davalos provided LIC 126 Entrance checklist, and explained the reason for our visit. LPA observed 4 children in care, including 1 infant. Per Licensee there are 10 children currently enrolled. The hours of operation are 6:00AM to 12:00 Midnight. Sunday – Saturday. Currently there are no children requiring Incidental Medical Services in care. Licensee provides breakfast, lunch, Dinner and a PM snack. Licensee also provides transportation to and from school. LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a) was not available, Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPA also observed Licensee's current Pediatric CPR (Adult/Infant /Child) and Pediatric First Aid certifications (expire 09/21/2026) Assistants First Aid (09/21/2026) and last fire drill conducted was not noted. Licensee Davalos Mandated Reporter Certificate was observed with an expiration date of 10/10/2026 and Assistant with a date of 10/10/2026 as well. . All adults in the home were discussed and observed to have criminal clearance.

This is a single story home with 3 bedrooms and 2 bathrooms. The main childcare area is in the living room and one bedroom by the living room is also converted into a daycare area. Children do have access to the family room/kitchen area. Kitchen area observed to have no sharp object or chemical compounds accessible to children in care. LPA observed kitchen cabinets to safety latches. Per licensee all chemicals and poisons are kept in the locked kitchen cabinet inaccessible to children in care. LPA observed bathroom outside of kitchen area to be clean, fully stocked and have safety latches on the sink cabinet. LPA observed below ground pool at 1:00 PM in the back yard in the off limits area. LPA Bishop observed the pool to be fully surrounded with a 5 foot iron see through gate with a self closing/locking door. LPA discussed the new body of water regulations with Licensee that were included in PIN 25-01-CCP. Per Licensee she will obtain either a life ring or rescue pole and either an alarm or pool cover. Licensee was told that she must maintain a pool log as well.

Off limit areas are 2 bedrooms, bathroom 1 backyard and garage. Licensee states that the living room will be used as a Isolation area for sick children waiting to be picked up by a parent. Rooms that are off-limits were made inaccessible during operating hours and at the time of the visit. The licensee does understand that licensing staff may have access to off-limit areas during inspection visit, if necessary.

At 1:30 PM, life-saving devices were inspected throughout the home. The smoke detector is located above the entrance of the kitchen and various locations throughout the home. The carbon monoxide detector is located in the living room. All devices were tested and operable. The 2A 10 BC Fire extinguisher is located in the kitchen and indicates fully charged and was serviced on 09/2024. Licensee was reminded that fire extinguisher needs to be serviced yearly. The home maintains telephone service via cell phone/LAN line.

 

At 1:45 PM Living room (Main care area) was observed to be clean and orderly. There are toys and other age-appropriate materials for the children. LPA observed the living to have one table, two couches an area to put jackets and clothing and two child chairs it also has one large couch as well as well as other toys.

 

At 2:00 PM ., LPA  observed the kitchen. Licensee stated that the baby gate is always present to make off limits kitchen inaccessible to children in care. Licensee stated that cleaning compounds in garage are made inaccessible to children in care with lock and key on cabinets. Licensee states that there are no poisons stored in the home and understands that all poisons must be lock, not only inaccessible to children.

At 2:10 PM, LPA observed that the bathroom the children use is clean and free of floor hazards. There was toilet paper, hand-washing soap, and towels for the children. LPA observed cleaning supplies stored under the sink and it was locked with child safety bar.

Per Licensee there are no firearms or weapons stored in the home. LPA did not observe any firearms or weapons in the home.

LPA observed the front yard for outdoor play. The outdoor play area was observed to be completely fenced. At the time of the inspection there was two little tikes club house with slide, porch swing airplane other age appropriate toys and 5 tricycles..  There was also a shaded area for the children as well. Licensee stated that they do not have any pets at the time of this inspection.

At 2:30 Staff records were reviewed and Licensee stated that here files were in boxes. She was able to provide CPR and First Aid, Mandated Reporter. LIcensee was advised that all records must be available all of the time.

Children’s records were reviewed LIC 700 Identification and Emergency Information, LIC 627 Consent for Emergency Medical Treatment, LIC 995A Notification of Parents rights and Immunizations were all current and up to date.
                                                         
The following information was discussed:
LPA discussed the safe sleep regulations with licensee Licensee Davalos and discussed the Child Care Licensing Safe Sleep. Also, webpage resources provided at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA P Bishop also informed Licensee Davalos of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
 
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.  Criminal Record Clearance - Family Child Care Homes - Licensee Calle was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and

Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee Davalos was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
Based on the LPA Bishops observations, record review,and interviews, there wiil be no deficiencies cited today in accordance with California Title 22 Regulations. Licensee stated that the Technical Violations will be corrected by February 28, 2025.

During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders (RSO) living in the facility and LPA completed the RSO search in Megan’s Law Website.
A notice of site visit was given and must remain posted for 30 days. Failure to post will result in a $100 civil penalty. Exit interview conducted and report was reviewed with the Licensee Davalos.
A copy of the report and appeal rights was given to Licensee Davalos.
