On January 3, 2025, at. Licensing Program Analyst (LPA) Keneisha Dunlap arrived at the above facility for the purpose of an unannounced Annual Inspection. LPA Dunlap announced the purpose of the visit and was granted entry into the facility by Licensee Florencia Romero. There are 20 children enrolled, and 4 children present at the time of inspection. The hours of operation are Monday- Sunday from 12:00am-12:00am. All adults in the home were discussed and background and fingerprinted cleared. License, facility sketch, earthquake disaster checklist, and PUB 394 posted. Licensee does have a current disaster log drill with the date of 11/5/24. Licensee does have current LIC 9040 (facility roster).

At 11:20am. LPA Dunlap observed a missing disaster plan. This poses an immediate risk to the health and safety of children in care. A Technical Violation will be issued.

This is a one-story home which consists of 4 bedrooms, 2 bathrooms, kitchen/dining room, living room, a detached garage, front yard, and backyard (fenced). The off-limit areas include 3 bedrooms, 1 bathroom, kitchen, front yard, detached garage, and part of the backyard area.



The kitchen area is inaccessible to children with baby gates blocking off the entry.

The bathroom area has an operable toilet and sink. The cabinet has a safety latch making it inaccessible to children.

LPA observed outdoor area to be in good condition, free of sharp, loose, or pointed parts.

The Licensee stated that they do provide transportation for children in the morning and afternoon.

The Licensee stated that they do have first aid kit.

The Licensee does provide nap time. Cots are stored in the main care area.

Criminal Record Clearance - Family Child Care Homes Licensee Florencia Romero was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Safe Sleep

LPA discussed the safe sleep regulations with Licensee Florencia Romero and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Licensee Florencia Romero of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS)

MyChildCarePlan.org – Centers and Family Child Care Homes Licensee Florencia Romero was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Megan’s Law - Family Child Care Homes During the exit interview, the Licensee Florencia Romero confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.

Appeal rights explained and given to Licensee Florencia Romero.

2 Technical Violation will be issued during today’s visit.
