On 12/17/24 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 10:00AM LPA met with Erica Stocker Licensee. LPA provided LIC 126 Entrance checklist, and was guided on a tour of the home. LPA observed no children in care during inspection. Per Licensee there are no children currently enrolled. Per Licensee hours of operation are 8AM-5:30PM Monday- Friday. Per licensee she provides breakfast, AM Snack, Lunch and a PM Snack. Per Licensee outside food is permitted. LPA advised Licensee to ensure outside food is labeled and dated. Per licensee, overnight care is not provided at this time while transportation to and from school is provided. LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPA did not observe an emergency drill log, per licensee she will conduct emergency drills every 6 months when children are enrolled. LPA observed Licensee current Pediatric CPR (Adult/Child/infant) and Pediatric Adult/child First Aid certifications with an expiration date of 2/26. LPA observed current Mandated Reporter Certificate expires 11/25.

Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection:

This is a single-story home consisting of four bedrooms, two bathrooms, living room, kitchen, enclosed backyard and detached garage. Per Licensee areas used by the children include the living room, one bedroom (Main daycare room) one bathroom located in hallway right outside daycare bedroom, and enclosed backyard. Per Licensee, areas off limits to children and parents include: three bedrooms (locked), One bathroom, and detached garage (Locked).

Per Licensee there are no poisons in the home. Detergents, cleaning compounds are kept the cabinet below the kitchen sink, secured by a baby latch, inaccessible to children in care. Per licensee medication is stored in an off limit bedroom. At 10:10AM LPA observed a fully charged 2A10BC fire extinguisher on the kitchen wall with a service tag date of 11/23. Per Licensee she will have it serviced. A technical violation will be issued. At 10:30AM LPA observed a functioning combination smoke/carbon monoxide detector on the wall in the daycare bedroom. The home was observed to have proper ventilation and heating for safety and comfort. LPA observed a no fireplaces on the premises. LPA observed a wall heater in the living room properly barricaded and inaccessible to children in care. LPA observed a wall heater in the hallway not barricaded. Per licensee the heater is turned off and not in use. Per licensee children do not pass the wall heater enroute to bathroom or daycare bedroom. Children walk through kitchen bypassing the wall heater. The home maintains telephone service via landline, cell phone. Per licensee there is a firearms on the premises. At 10:20AM LPA observed a handgun properly secured in a black locked box. At 10:21AM LPA observed an ammunition box properly secured and locked. Per Licensee both the firearm and ammunition box are kept in a locked off limit bedroom.

LPA observed adequate toys and age appropriate learning materials in the living room as well as thick mats and cots for sleeping. Per Licensee all sheets and blankets are sent home weekly, and as needed to be cleaned by parents.

Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. LPA observed kitchen knives to be stored in a high kitchen cabinet, inaccessible to children in care. Bathroom children use located in the hallway next to the daycare bedroom, was observed to be clean and free of hazards. Per licensee potty training is provided. LPA observed a child’s potty for children’s use. LPA observed cleaning supplies in the low bathroom sink cabinet properly secured by a baby latch, inaccessible to children in care

Enclosed backyard is used for outdoor play. LPA observed age appropriate toys, as well as a slide. At 10:25AM, LPA observed a plunge pool filled with water in the rear of the backyard not properly barricaded or inaccessible to children in care. LPA consulted with Licensee on bodies of water and being in compliance. Per Licensee she will remove the pool completely prior to enrolling children. A technical violation will be issued.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee Erica Stocker, confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS.
