Licensing Program Analysts (LPAs) Alicia Mooberry and Patricia Mendel conducted an announced Case Management tele-inspection with Licensee Tamara Dabney. The Licensee is requesting to increase to a Large Family Child Care with a capacity of 12-14 children. A fire clearance was granted on 7/21/22. LPA observed that licensee has installed a Pull bar in the living room and exit signs at front and rear exits. Licensee provided tour of facility. LPA inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access. Per licensee the hours of operation are Monday-Sunday 5:00am-10:00pm. Individuals residing in the home were discussed and noted. There were 2 children present upon arrival. Also present was Maya Davis, Assistant. All adult present have received the required background clearance for a family daycare home.
This is a single story home that consists of 2 bedrooms and 1 restroom.

The main daycare areas are in the front of the home, living room and dining room and the bonus room in the rear of home.

Areas off limit children: 2 bedrooms and detached garage. The off limit areas were observed to be locked and inaccessible to children in care.

LPA observed a wall heater in the hallway where the bathroom is located. The heater is made inaccessible by a safety gate. There is a fire place located in the living room at front of home, observed to be barricaded.

LPA observed required posted documentation in facility entrance which included: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. LPA observed completed facility records including; LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan.

Smoke and carbon monoxide detectors were tested and are operable. The required 2A10BC Fire extinguisher was observed in the living room as well as the kitchen.

The home is observed to be clean and orderly. There are toys and other age appropriate material available for children. LPA observed that detergents, cleaning compounds are in the kitchen cabinet inaccessible to children.

Children are using the back yard for outdoor play. The outdoor play area was observed to be fenced and free of hazards. LPA observe a play structure with cushioning underneath. The meter and water heater were observed to the made inaccessible by fence.

No bodies of water observed on the premise, There are no pets at this time. Isolation area for sick children waiting to be picked up is in living room, away from the other children. Per Licensee there are no firearms or weapons stored in the home.

Licensee does have a qualified assistant for the increased capacity.

LPA discussed the following:

  • The licensee shall be present in the home and shall ensure that children in care are supervised at all times. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day.
  • Capacity limitation of a Large FCC and provided capacity worksheets for large child care homes.

Based on today’s observation a capacity increase will be granted upon Licensing Program Manager (LPM) approval.

At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no deficiencies being issued today.

The Notice of Site Visit (LIC 9213) – must remain posted for
30 days.

Exit interview was conducted with Tamara Dabney, Licensee.
