On 07/31/2024 at 12:35 PM, Licensing Program Analysts (LPAs) Katrina Chicote and Peter Bishop conducted an Unannounced Annual/Random inspection to the above facility. Upon arrival, LPAs disclosed the purpose of the inspection and met with Licensee, Maritza Cornejo, who allowed entry into facility and guided the LPAs on a tour of the facility. Adults in the home were discussed and all have criminal record clearance. There were no day care children present during today’s inspection. Licensee states they have been closed since 07/19/2024 for Summer Break but will reopen tomorrow 08/01/2024. Licensee states that there are currently six children enrolled which was confirmed by record review of Facility Roster. Required postings were observed upon entry of the facility. Disaster drill log was also available during today’s inspection, last disaster drill conducted on 10/09/2023. LIC 126 was provided.

This is a two-story home which consists of four bedrooms and 2.5 bathrooms, Kitchen, Day Care Room 1, Day Care Room 2 and a Break Room. Areas used by the children include the Day Care Room 1 (located to the left upon entry), Day Care Room 2 (located through Day Care Room 1), Kitchen (located to the rear of the home), which is only to be used as walkway to outdoor play, half Bathroom (located to the rear of the home by entry to outdoor play area). Per Licensee, areas off limits to children and parents include entire upstairs which has four bedrooms and two bathrooms. LPAs observed that there is an operable baby gate at the bottom of the steps making upstairs area off limits to children.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. LPAs observed portable AC units and ample windows to allow for ventilation at time of inspection. There is a working telephone maintained in the home. At 12:40 PM, LPAs observed Day Care Room 1 to have cubbies for children's belongings, age appropriate toys free of loose and sharp parts such as soft plush toys, books, and manipulatives. Licensee states this area will be used for napping and they will provide pack-n-plays to infants or be brought in from

home. LPAs observed pack-n-play stored in corner upon entry at time of inspection. At 12:43 PM, LPA observed Day Care Room 2 to have age appropriate tables and chairs available at time of inspection. Per Licensee, children will bring food from home and will use this area for eating. At 12:45 PM, LPA observed half bathroom to have general area safety and sanitation, adequate supplies, and operable equipment at time of inspection. Per Licensee, isolation area for sick children is in Break Room. At 12:48 PM, LPAs observed Break Room to have a couch available. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. At 12:50 PM, LPAs observed knives and cleaning solutions stored in high cabinets in Kitchen at time of inspection. Licensee states that there are no poisons in the home used to kill vermin/bugs at time of inspection. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the age, size, and abilities of children in care.

Per Licensee, the children will have access to backyard for outdoor play which is accessible through back door in Kitchen. LPAs observed backyard has grass and adequate perimeter fencing through-out the yard. LPAs observed age appropriate toys free of loose and sharp parts available for the children in the backyard such as plastic play equipment and plastic play houses. LPAs observed a garden area with raised garden beds in backyard and all trees, shrubs, and plants are maintained at time of inspection. LPAs observed a detached garage that is used for storage and off limits at time of inspection.

LPAs did not observe any pets at time of inspection but Licensee states they have a small Pomeranian kept upstairs and separate from children. Per Licensee, there are no weapons, firearms in the home and there are no bodies of water around the premises. LPAs observation did not see any bodies of water around the premises or firearms/weapons at time of inspection.

At 12:55 PM, the valve on the required 2A-10BC fire extinguisher indicates fully charged with service tag dated 12/29/2023. LPAs observed dual smoke and carbon monoxide detectors are operable at time of inspection. Per Licensee, First Aid kit is kept in the Day Care Room. Licensee has current Pediatric First Aid and CPR valid until 03/2025. Licensee has taken the Mandated Reporter training General Training on 11/13/2023 and required AB1207 completed on 05/26/2021 which is expired. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection.
—Children records and required licensing forms were discussed as well as mandated child abuse reporting and criminal record clearance requirement.

The following were discussed:
Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility. Effective January 1, 2010, licensees of family child care homes are required to ensure that at least one staff member with current training in pediatric first aid and pediatric CPR is on site at all times when children are present.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

MyChildCarePlan.org – Centers and Family Child Care Homes Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Martiza Cornejo, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 07/31/2024.

A notice of site visit was given and must remain posted for 30 days.

Exit interview was conducted and report was reviewed with the Licensee, Maritza Cornejo.
