Licensing Program Analysts (LPA) Ashley Calderon and Andrea Carter conducted an Announced Annual / Random /Capacity Increase inspection visit. LPA met with Natyla Ibizugbe who granted LPA entrance to the facility. LPA shortly met with Licensee Catina Ibizugbe and disclosed the purpose of todays visit.

Licensee requested on 10/8/24, capacity increase for a Large Family Child Care to the Department. Fire clearance was granted on 10/10/2024, STD850 was approved by Inspector and approved Capacity for 14 max.

Licensee who guided analysts on a tour of the facility. During today's visit there were (4) children present when LPAs arrived, no infants at the facility. Licensee family relatives / adult Individuals living in home assistant Licensee occasionally with the day care children. All individuals are fingerprinted cleared.

Currently hours of operation are Mon-Fri 12:00 am-11:58pm and Saturday and Sunday available if needed. Overnight care is provided as needed. Licensee cares for children 0 months -12 years old. Licensee has a Foster Care/ Dual License: RFA # 1902022232.

This is a one-story home which consists of 4 bedrooms, 2 bathrooms, family room (day care), kitchen, living room, garage, backyard and front yard. The children use the bathroom in the hallway, living room, family room (day care), kitchen area and backyard. Per licensee, areas off limits to children and parents include: all (4) bedrooms, master bathroom, front yard, garage, closet, and outdoor shed door (locked).
Licensee makes the areas inaccessible to children by locking doors or having baby safety gates.

Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. The home maintains telephone service via cell phone and a landline. There age appropriate equipment, toys and material available for children inside and outside of the home. Isolation area for sick children waiting to be picked up is in the living room, away from the other children.

Kitchen in the home was observed. Licensee provides food for the children in care. Detergents and cleaning components are stored under the sink cabinet with baby safety latch. Knives are stored in a cabinet on the island of kitchen, cabinet has latch to ensure inaccessibility. LPA observed a fire extinguisher serviced and charged dated: 05/17/24.

Per Licensee, no poisons are stored in the home. LPA informed Licensee to store ensure any poisons are locked not only inaccessible.

LPA reviewed Current Children Roster and Disaster and Fire Drill dated 11/25/24. Carbon monoxide and smoke detector was tested and found operable. Fireplace was observed in the Living Room, secured, barricaded and safety latch on handles for inaccessibility to children.

Licensee uses bathroom in the hallways, bathroom is clean and operable. Day care room was observed to have varies learning materials. Outdoor was observed Per Licensee emphasizes in gardening curriculum and involves children. No bodies of water was observed during today's visit. LPA observed a shed in the back yard, off limit to the children in care, maintained locked and shed was observed to be used as storage room.

Per Licensee, there are no children on medication. Per Licensee, no guns and firearms stored at the home. Facility has pet dogs in the home, (3) dogs observed. Per Licensee, dogs are kept separated from children in care.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Based on today’s visit, Per California Code of Regulation Title 22 the facility was found in compliance, and no citations were given today.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Catina Ibizugbe. (End of Report)
