Licensing Program Analyst (LPA) Randy Derraco conducted an announced pre-licensing inspection to the above mentioned address on 11/30/21 at 8:45 AM. LPA met with applicants, Iris Amaya Castro and Ana Castro Pineda, who guided LPA on a tour of the home. LPA observed two adults present during inspection. Individuals residing in the home have been noted and discussed. The applicant is requesting a small family childcare home license. Per applicant, operation hours will be Monday through Sunday 5 AM to 4 AM. Applicant states that they will care for children 0 to 13 years old.

All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a single story home that consists of 2 bedrooms, one bathrooms, living room, kitchen/ dining area, front yard, back yard (fenced), detached garage, and storage shed.

Main care areas includes the living room and the backyard area. LPA observed the main care area to have age appropriate toys, materials, child sized desk, chairs, required postings, a storage cubby for personal belongings of the children in care, and a wall mounted television. LPA observed a wooden Kaplan baby crib in the main care area. LPA advised applicant that baby cribs need to have a fitted sheet on the crib mattress. A 2A 10BC fire extinguisher was observed in the main care area to be fully charge with a service tag of 10/07/21. A Johnson and Johnson first aid kit was observed in the main care area along with a touch-less thermometer. A red brick fireplace was observed in the main care area to have a sealed wooden cover making it inaccessible. A cabinet built into the fireplace wall was observed to be locked and contain additional first aid and cleaning supplies. Two painted wooden gates were observed in the entrance of the off limits kitchen/dining area and hallway. A full sized couch and a children's area rug were also observed in the main care area. The restroom children will be using was observed to be clean and free of defects. LPA observed child proof locks for the cabinet beneath the sink, a medicine cabinet, working toilet and a bathtub. Per applicant, one bedroom has been designated for use to separate children showing signs of illness.

Sleeping cots were observed to be stored in the bedroom along with a wooden baby changing station, a mattress, a wall mounted television, and a portable room heater. LPA advised applicant that the portable room heater must be made inaccessible to children in care. Per applicant, parents will enter the facility through the front door.

Outdoor play area is located in the backyard where age appropriate toys and materials were observed. LPA observed the back yard to have perimeter fencing and to be free of hazards. An off-limits storage shed was observed to be locked and located in the backyard play area. LPA observed laundry appliances and a working toilet in the off-limits storage shed. Per applicant, children in care will use the bathroom inside of the home. LPA observed a portable sink outside of the storage shed. Two gates were observed to be locked making the side of the storage shed inaccessible. LPA observed gardening tools and additional home materials stored in the space. An off-limits detached garage was observed in the backyard play area. LPA observed that the garage has been converted into a living space. Per applicant, part of the garage is used for storage and the other part is used as sleeping quarters. LPA observed a total of four beds in the off limits detached garage. Child proof door knob covers were observed on two doors leading into the off-limits garage. Another locked gate was observed in the backyard play area leading to the off-limits half of the backyard. LPA observed some minor construction and additional items stored in the off-limits part of the backyard. The applicant understands that licensing staff may have access to off-limit areas during inspection visit if necessary.

Areas that will be used by children were inspected for safety, comfort and cleanliness. Detergents, cleaning compounds and hazardous items that can pose a danger to children are made inaccessible in the off limits kitchen below a locked sink. The applicant was advised that any poisons must be locked, not just inaccessible.
There are age appropriate toys and material available for children. Parent board is visible in the main care area with required postings. Children will nap on cots in the main care area. Applicant does plan on enrolling infants.

Infant Care: LPA informed applicant of the new Safe sleep regulation and provided PIN 20-24-CCP for when applicant is ready to enroll infants. The applicant states the following as a supervision plan for infants:

infants will sleep in a crib or playpen in the main care area or bedroom. Infants will be supervised by either of the licensees. Applicant is aware that one playpen or crib is needed for each infant. LPA advised the applicant to download a copy of the Child Care Provider’s Guide to Safe Sleep, by American Academy of Pediatrics at: https://www.cdph.ca.gov/programs/SIDS/Documents/SIDSchildcaresafesleep.pdf

Per applicant there are no pets, there are no firearms or weapons stored in the home and there are no bodies of water. LPA did not observe any of the above items.



Smoke and carbon monoxide detector were tested and are operable.

The applicant states that they will provide food for children in care. Any food brought from the children’s homes shall be labeled with child’s name and properly stored or refrigerated.

The applicant has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid and CPR. Applicant has proof of required immunization's.

LPA Provided COVID-19 Technical Assistance by emailing applicant COVID-19 resources and self-assessment prior to visit. LPA discussed the following with applicant:

Essential Protective Equipment and Supplies- Staff and children (24 months and older) will wear facial coverings throughout the day, excluding meal and nap times (children). Applicant has a contact-less thermometer, disposable gloves, hand sanitizer and disinfectant cleaning supplies available in the home


Cleaning- Per applicant, high touched areas, bathroom and toys will be disinfected daily or as needed. LPA advised applicant to not use stuffed animals as they will become difficult to clean and disinfect.
Hygiene- Per applicant children will be given hand sanitizer upon entering the home and wash their hands for at least 20 seconds throughout the day. Children will have individual cubbies for their personal belongings. The isolation area for a sick child waiting to be picked up will be in the designated bedroom.
Arrival Procedures- Per applicant parents will drop off/pick up at the front door. LPA advised applicant to screen children using a touch-less thermometer and asking parents if child is showing signs of symptoms or if they have been in contact with anyone that has tested positive for Covid-19 within the last 10 days. LPA advised applicant to review Department of Public Health website for additional information.

A small family childcare license may be granted upon Licensing Program Manager (LPM) Approval. Once licensed, the applicant is required to comply with the terms and limitations stated on the license.



Prior to approval of a child care license, the following corrections must be made:

-Portable heater must be made inaccessible to children in care.
-Covid-19 self assessment questionnaire must be completed and implement applicable suggestions (i.e. arrival procedures, use of PPE, cleaning toys in use, etc. )
