On 08/27/2024 at 9:30 AM Licensing Program Analyst (LPA) Katrina Chicote conducted an Unannounced Complaint Inspection for the purpose of delivering findings to the above allegations. LPA announced purpose of inspection and was granted entry to facility by staff and discussed report with Facility Representative (FR), Constance Hill. Census was taken.

During the course of the investigation LPA made observations, conducted interviews, and obtained records. Information gathered from multiple interviews disclosed corroborating information in regards to the above allegations. Interviews disclosed that staff have been observed yelling at daycare children on multiple occasions and that an argument between staff was observed by daycare children.
Based on the available information, the preponderance of evidence standard has been met, therefore the above allegations are found to be substantiated. A substantiated finding means that there is concrete evidence to state that the above allegation occurred at the facility and the preponderance of the evidence standard has been met.

Based on interviews, Licensee did not meet above requirement due to multiple interviews providing disclosures in regards to children's personal rights being violated. This pose an immediate health, safety, and personal rights risk to children in care.

On 08/27/2024 at 9:30 AM Licensing Program Analyst (LPA) Katrina Chicote conducted an Unannounced Complaint Inspection for the purpose of delivering findings to the above allegations. LPA announced purpose of inspection and was granted entry to facility by staff and reviewed withFacility Representative (FR), Constance Hill. Census was taken.

During the course of the investigation LPA made observations, conducted interviews, and obtained records. Interviews conducted provided inconsistent information in regards to the above allegations. LPA record review of Parent and Staff handbook indicate that policy is parents are provided written ouch reports.
This agency has investigated the above complaint and found that although the allegation may have happened or is valid; based on observations and interviews there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore at this time the allegations are deemed UNSUBSTANTIATED.
A notice of site visit was given and must remain posted for 30 days.
