On June 4, 2024 at 3:00 pm, Licensing Program Analysts (LPAs) A. Wallin and D. Chambers, conducted an unannounced Annual Required Inspection for the infant center license. During today’s inspection, LPA met with director, Katrina Williams, and toured the facility indoors and outdoors. Days and hours of operation are Monday through Friday from 6:00 AM – 6:00 PM. This facility consists of 2 classrooms (one infant class and one preschool class) and outdoor play area. During inspection, LPAs observed 21 preschool children and three staff present. Per director, 38 preschool children enrolled at this time. LPAs observed three teacher staff present in the infant room during time of inspection. Capacity and limitations as specified on the license are being maintained.

The following was observed during the tour of the facility: furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Carbon monoxide detectors were observed and are operable. LPAs observed fire extinguishers in the preschool classroom with service tag dated 2/2024. Children have their own cubby to store their belongings. LPAs observed napping cots located in classroom next to cubby. Age appropriate sinks and toilets were inspected for availability and good repair in all classrooms. General sanitation was observed.

Drinking water via Arrowhead jug water dispenser located in kitchen. Per PIN 21-21-CCP lead testing to be conducted for all equipment used for drinking consumption. Per staff water tested is used for drinking and food preparation. LPA observed negative lead testing results conducted 9/26/23. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Menus are posted in the classroom one week in advance. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards.

There is adequate shade in the play yard. LPAs advised that no children shall be left without the supervision of a teacher at any time. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic free. There are no firearms stored on the premises. There are no pools or bodies of water at the facility.

Due to time constraints, no record reviews conducted at this time. LPA to return at a later date to finish annual inspection and complete children and staff record review. LPAs reviewed the following documentation to be kept in facility: facility license, LIC610, PUB 393, daily schedule, PUB 269, fire drills and monthly menus.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Due to time constraints, annual and record review to be completed at a later time. Facility is in compliance with Title 22 regulations. No deficiencies cited at this time. Exit interview conducted and report was reviewed with the director, Katrina Williams. A notice of site visit was given and must remain posted for 30 days.
