The facility will provide two snacks. There is a kitchen/food preparation area located in the adjacent licensed toddler center where staff will prepare AM and PM snacks. Per the Applicant, children's lunch will be provided by parents/ authorized representatives and will be stored in the refrigerator located in the licensed school-age program classroom (classroom 16) if needed. The proposed outdoor area is located directly outside of the classroom. There is shaded bench area, a garden, a grassy area and a jungle gym in the outdoor space. The Jungle Gym is surrounded by a gate and is off limits. The Applicant plans to use the outdoor space for the school age program and this pending preschool program. A schedule has been submitted for use of the outdoor space in order for the two programs to utilize the same area at different times. LPA Estrada did not observe any bodies of water on the premises.
Children will have access to water in the classroom via a portable water dispenser. Per Applicant, children will bring their own water bottles and will be re-filled as needed. Children's water bottles will be brought outside during outdoor play time. Applicant stated if required, children would nap in the classroom on cots or on napping mats. Applicant did not confirm that nap time would be provided. LPAs advised applicant that nap time/ rest time shall be provided per California Code of Regulations 101230(b). Applicant showed LPAs napping cots currently stored in the licensed preschool and stated cots would be stored in the closet in the proposed preschool classroom. Cleaning supplies, disinfecting supplies and other hazardous items were inaccessible to children in care. Per Applicant, no poisons are kept at the facility.
LPAs measured the indoor and outdoor areas of the program. Capacity cannot be determined at this time due to issues that would conflict with the current school-age program. The proposed preschool program currently operates as the school age program which uses two restrooms. The restroom has three toilets and two sinks and the second restroom has one toilet, five urinals and three sinks. Per the Applicant, they plan to use the restroom with three toilets/ two sinks for the proposed preschool program and keep the restroom with one toilet, five urinals and three sinks for the currently operating school-age program. Per Title 22 regulation 101239 (h)(1)(A), the school age program would be required to have two toilets per urinal in order to meet requirements. The proposed plan would not allow the school age program to meet requirements.
During conversation with the Applicant, the inspection was abruptly ended at the request of the Applicant. LPAs contacted LPM Karen Chambers who instructed LPAs to leave the facility and finish the report at another location. LPAs left the facility at 2:00 PM and finished report at another location. LPAs were not able to review the report with the Applicant nor was a signature obtained. Per the Applicant, no other facility representative would be authorized to sign the report. LPA will return at a later date to complete the CARE TOOL Inspection. |
