Licensing Program Analyst (LPA) Alicia Mooberry conducted a Required Annual Inspection on this date. Upon arrival at 11:00am LPA met with Facility Representative (FR) Gonzalo Placencia, Assistant, and provided the inspection Entrance Checklist, LIC 126. Licensee provided tour of the facility. LPA inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access, as well as off limit areas. Per licensee the hours of operation are Monday-Sunday 3pm-10pm. Overnight care regulations discussed. There were no daycare children present during inspection. Licensee's infant was present. Adults present have been cleared and associated. Individuals residing in the home were discussed and noted.

This is a one-story home which consists of 2 bedrooms, 1 bathroom living room, den/daycare room (in the rear of home), , kitchen, detached garage, front and backyard. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children.

Areas used by children include: Daycare Room, bathroom, kitchen, living room with dining area, backyard and front yard.


Areas off limits include: 2 bedrooms, detached garage, laundry room.

LPA provided Publication 394- Notification of Parent Rights to FR who posted in the at entrance to home. FR was advised to post the required posted documentation in a location visible to parent/guardians of children in care. Including Licensing Form (LIC) 9148- Earthquake Preparedness form. LPA reviewed completed facility records including; LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan and updated facility sketch. The facility provides meals and snacks for children in care. Proper storage and was discussed.

FR tested the Smoke and carbon monoxide detectors (located in the living room)and are operable. Fire extinguisher indicated fully charged, a purchase receipt dated 3/21/23 was observed. FR was reminded to service or replace fire extinguisher yearly. The home maintains telephone service via cell phone. The home is observed to be clean and orderly. There are toys and other age appropriate material available for children. LPA observed that cleaning compounds are in kitchen under kitchen sink with safety lock inaccessible to children. The bathroom that children use is located in the hallway by the off limit bedrooms and observed to be clean and free of hazards. FR was advised to ensure the bathroom is free items that might be hazardous such as razors, cleaners, and anything that has on label to "keep away from children". The off limit bedrooms are maintained inaccessible to children by maintaining them closed are using doorknob safety covers.
FR states that insecticides are stored in the off limits detached locked garage. LPA discussed firearms and/or weapons if stored in the home. LPA observed the wall heater with proof that the gas is disconnected. Licensee uses portable heater for comfort and central air for comfort. .
Isolation area for sick children waiting to be picked up is in dining area, away from the other children.

FR states they don't have infants in care other than they own, the facility roster confirms there are no daycare children under 2 years old. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Currently, children are using the back yard for outdoor play. The outdoor play area was observed to be fenced. LPA observed plants with thorns in play area this can pose a potential risk to the health and safety of children in care. Facility does not have a pool or similar bodies of water. LPA observed one (1) large dog and three (3) small dogs which are maintained in dog run on side of home. Pet are accessible to children with supervision. The detached garage was observed to be locked and is used for storage.

Staff records were reviewed for approved Pediatric First Aid and CPR certification, LIC-501: Personnel Record, LIC 508-Criminal Record Statement, LIC 9052- Employee Rights, Proof of immunizations against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training Certificate.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



During the exit interview, the FR, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
