This report has been Amended to add Deidre Nordel name next to "met with". On Monday, November 14, 2022 at 10:09 a.m. Licensing Program Analyst (LPA) Mayra Rivera conducted a case management capacity increase inspection and met with Deidre Nordel who guided LPA Rivera on a tour of the facility.

This infant program consists of adding classroom #2. This program will serves children ages 0- 2 years. This program operates Monday - Friday 6:00 a.m- 6:00 p.m. Sign in and out takes place at the main entrance area. All areas identified on the facility sketch were toured both indoors and outdoors; measurements were taken. The licensee is seeking a capacity increase to provide care for 46 infant children. A fire clearance has been granted as of October 26, 2022 for 46 infant children.



At approximately 10:20 a.m. LPA Rivera entered the outdoor infant playground to conduct an inspection and measurements. LPA observed 17 infants with staff 1, staff 2, staff 3, staff 4 and staff 5. LPA observed the equipment to be in safe condition, free of sharp, no loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under climbing equipment, are cushioned with granulated rubber underneath the artificial grass that absorbs a fall. For outdoor drinking water, LPA Rivera observed sippy cups with children names and a water pitcher. For adequate shade, LPA observed a patio umbrella.

At approximately 10:52 a.m. LPA entered Room 1 to conduct an inspection and measurements. LPA Rivera observed age appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed a diapering table with arm’s reach of a sink and maintained in good repair and safe condition. LPA observed individual personal bin containers with children names inside their cubbies with their personal items. LPA observed inside the top cabinet's individual personal bins with formula and bottles (names on formula and bottles).

LPA observed cleaning solutions stored inside the top cabinet making it inaccessible for infants to reach or open the cabinet door. LPA Rivera observed a step trash bin with a tight-fitting lid.

At approximately 11:21 a.m. LPA entered Room 2 (addition to the license) to conduct an inspection and measurements. LPA Rivera observed age appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed 1 sink and individual personal bin containers with children names inside their cubbies with their personal items. LPA observed cleaning solutions stored inside the top cabinet making it inaccessible for infants to reach or open the cabinet door. LPA Rivera observed a step trash bin with a tight-fitting lid.

Heating lighting and ventilation were evaluated by LPA Rivera. LPA observed central AC/heater and vents located on the ceiling wall. LPA observed the thermostat located in the main office and the current room temperature to be at 74 degrees. LPA observed the fire extinguisher located inside the classroom and kitchen and the valve on the required 2A10BC fire extinguisher indicating fully charged and serviced on 10/25/22. At approximately 1:15 p.m., LPA Rivera tested the smoke/ carbon detector located in Room 1 and hallway next to Room 2 and heard the sound. The combo smoke/carbon detectors are operable. LPA also observed the first aid kit and fully stocked.

LPA observed portable napping equipment (playpen and mats) to be stored in the classroom. For ill/isolation area children will utilize the director's office and a mat will be available for children to rest if needed and the staff restroom located in the hallway will be utilized for ill children. LPA observed a portable changing table with arm's reach to the hand washing sink and one potty training toilet. At approximately 1:25 p.m LPA Rivera observed the bathrooms to be in good condition with working toilets, sinks, hand soap dispenser and paper towels. LPA observed a total of 3 toilets and 1 sink.

This program provides breakfast, lunch and p.m. snacks. The meals and snacks are prepared on site. Infants with formula, parents provide and name is placed on the formula container. A monthly menu is available and posted in each classroom. For water drinking LPA observed disposable water cups, sippy cups and water pitcher in each classroom. LPA observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin and storage containers for solid waste, including moveable bins with tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents. LPA observed the refrigerator temperature to be at 37.4 Fahrenheit and the water heater temperature set at 120 degrees.

Staff and children's files were reviewed during the inspection.

LPA provided a Guardian Training to Director in how to utilize Guardian and how to associate and disassociate staff from the facility roster.

Director Claudia Ceballos has proof of pediatric First Aid/CPR certification (expires 12/6/2022), preventative health and safety training with the nutrition dated fall semester 2019 and lead component 12/29/20 , child abused mandated certification (AB 1207) dated 04/25/22 and immunization against pertussis, and measles, and influenza. Director has been informed mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com

Incidental Medical Services (IMS)


Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Criminal Record Statement


Director Claudia Ceballos was informed that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Based on today's inspection, measurements and availably of 3 toilets and 3 sinks the facility can accommodate the capacity increase of 45 infants.
