Licensing Program Analysts (LPAs) A. Padilla and R. Derraco conducted an unannounced annual required inspection at the above facility on 05/14/2024 at 9:30 AM. LPAs were granted access to facility by Licensee assistant. Assistant guide LPAs on a tour of the facility. There were 1 infant child who was napping on the bed in the bedroom and 1 adult present when LPAs arrived. At 10:00 AM licensee Latasha Trammel arrived at facility to finish conducting tour of the facility with LPAs. Facility capacity is in compliance for a Large Family Child Care Home. Hours of operation are Mon-Fri 6:00AM - 11:00PM.

All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a two story condominium that is located on the first floor. The home consists of one bedroom, one bathroom, living room, dining room, kitchen, front yard (fenced).
Main care areas include the living room, dining room, and bedroom. Parents will enter the facility through the front door.

10:02 The following was observed and reviewed during this inspection. LPA observed the main care area to have several sensory toys, a wall mounted television, age appropriate toys, child sized chairs, cubby lockers for children's personal items, a wall mounted television, art supplies, children reading material and informative posters. The dining room was also observed to have a children's activity table with children sized chairs, a children's desk, additional art supplies and educational posters. LPA observed the master bedroom to have a wooden infant crib, a wall mounted television and a bed.
Food is provided by Licensee. Licensee was reminded if children bring food from home it must be labeled with the child’s name and properly stored or refrigerated.
10:05 AM LPAs reviewed required posted documentation for Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. Facility records were reviewed for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan and Disaster drill log, fire drill and earthquake drill was conducted on 1/4/24.

10:10 AM LPA observed cleaning supplies stored beneath the kitchen sink. A latch and a pad lock was observed below the kitchen sink making contents inaccessible. The applicant understands that licensing staff may have access to off-limit areas during inspection visit if necessary.

10:20 AM Outdoor play area was inspected and is located in the front yard. LPA observed that the yard to have a rose bush with thorns accessible to children. Licensee stated gardeners usually trim and keep rose bushes short. Licensee also has a portable barrier that is used to block off rose bush area. LPA observed age appropriate toys and materials outdoors. 10:25 AM napping infant woke up and was comforted by licensee assistant.

Areas that will be used by children were inspected for safety, comfort, cleanliness. LPA observed operable telephone service and ventilation. A wall heater was observed to have a wooden cover making it inaccessible to children in care The children's bathroom was observed to be free of hazards. Magnetic locks beneath the bathroom sink.

10:25 AM LPAs reviewed safe sleep procedures with Licensee. Licensee was informed that children infants should be sleeping in proper crib, playpen or mat. 10:30 Technical Violation was issued to licensee due to an infant child napping on the bed during time of arrival of inspection.

Per applicant there are no pets, there are no firearms or weapons stored in the home and there are no bodies of water or pools at facility. LPA did not observe any of the above items at the facility . LPAs observed that the Applicant has a 2A10 BC fire extinguisher in the home, that was serviced on 02/1/24.



10:35 AM Smoke and carbon monoxide detector were tested and are operable.
The applicant states that they will provide food for children in care.

10:40AM LPAs conducted a record review of staff files and observed licensee and staff to have Mandated Reporter Training to be expired on 3/9/24. Licensee stated she was unaware that she had to complete Mandated Reporter training every 2 years. A type B violation was issued. Licensee stated she will complete training and submit proof to LPA via email. Licensee Pediatric First Aid and CPR completed on 1/25/24 but is not EMSA certified. A Technical Violation was issued. Licensee was informed of regulations in regards to CPR/First Aide training. Assistant has CPR/First AID training and expires on 8/28/25 .

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days Exit interview conducted and report was reviewed with the licensee Latasha Trammel
