Licensing Program Analyst (LPA) Warren Birks conducted an unannounced case management inspection to the above facility. LPA met with Licensee Noe Guerro and who assisted LPA with a tour of the facility. T. Martinez assisted with Spanish and English translation. The purpose of this inspection is due to licensee’s request for a capacity increase. LPA observed two preschool children in care at time of arrival. All residents of the home were notated.

Facility is currently licensed for a small family child care (six to eight children) and licensee would like to increase capacity to a large family child care (12-14 children), 0 months to 12 years old.
Hours of operation will remain the same, Monday-Sunday 6:00 AM - 3:00AM.

This is a one-story home consisting of two bedrooms, two and 1/2 bathrooms, living room, dining area, front and back kitchens, family room, den, office, front yard and back yard fenced. Primary care takes place in the family room, den, two bathrooms, living room and backyard. Areas off limits to children and parents include, All bedrooms, storage room, office, back kitchen (inaccessible by child gate) and one bathroom.

All required posted documentation was observed in the main entarnce of the home available to parents. Fire extinguisher was is due for service May 3, 2024, smoke and carbon monoxide detectors were tested and are operable.

All areas used by children were observed to have age appropriate toys and material for children to play with. Detergents and cleaning compounds are stored in the off limits kitchen with child locks on the cabinets. Facility has central air and heat for ventilation. Per Licensee there are no firearms or weapons stored in the home. Parents sign children in and out daily and facility follows a daily schedule. The children's bathroom is located in the hallway and near the living room. Cleaning supplies are stored in a locked cabinet under the sink. Bathroom was observed to be safe and sanitary.

LPA observed that Infants have the required sleeping equipment and bedding. LPA observed at least three play yards that are free of hazards. Licensee is aware of Safe Sleep regulation and is implementing procedures. Older children have mats to sleep on. Parents bring bedding and it is sent home to be wash weekly.

Currently, children are using the backyard for outdoor play. The outdoor play area was observed to be gated with fencing at least five feet high. LPA observed that the outdoor yard has age appropriate toys and other materials for children to play with. LPA observed the area appearing to be free of hazardous items. The garage, side yard and back area are locked inaccessible. There are no pools or spas, or other bodies of water. There are no pets on the premises.

Note: The Licensee plans on using a gated front yard area. LPA informed Licensee to drain a small amount of rain water in an unused fountain and move trash recepticals to one side of the gated area. Licensee will submit a photo.

Licensee currently has one cleared assistant to assist with capacity increase. Licensee has completed required Pediatric First Aid and CPR and Mandated Reporter Training, expiring April 5, 2024. There are first aid supplies available.

A fire clearance has been granted as of 4/26/23. Based on today’s inspection, the Licensee will be approved for a capacity increase of 12-14 children. The Licensee and staff must adhere to rules and regulations regarding the new Large License.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Exit interview was conducted with Noe Guerro, Licensee. Appeal Rights provided.
