Licensing Program Analyst (LPA) Ashley Calderon conducted an unannounced random/annual inspection. LPA met with Licensee Riley Warren. LPA disclosed the purpose of the inspection and was granted entry into the facility by Licensee.

At 10am assistant staff arrived at the facility. Licensee R.Warren guided LPA with a guided tour of the inside and outside of the facility premises. During today's visit there were 2 infant and 2 pre school children present upon LPA's arrival. Facility capacity is in compliance for a Large Family Child Care Home. Per Licensee, hours of operation are Monday through Sunday from 12:00AM to 11:59PM and LPA's informed Licensee care cannot exceed 24 hour care at one time. Licensee care for children Infants -12 years of age.

This is a two story home. The home consists of 4 bedrooms, 3 restrooms, living room, kitchen, day care room, backyard, garage, and front yard. Areas that are accessible to children include: one bathroom, day care room, part of the living room, and backyard. Areas off limits to children and parents include: All bedrooms upstairs (4) and bathrooms (2), kitchen, half of the living room, garage, and front yard.

Inside and outside of the home has age appropriate children materials, toys and equipment. LPA observed in the front yard fountain/pond did not have running water, empty and covered with a net, fountain measures at 3ft. 8 inches wide and .8 inches deep. Backyard has a secured latched closed and covered jacuzzi. Both bodies of waters have been reported to Licensing and met safety regulations.

Areas used by children were inspected for safety, comfort, heating, cleanliness and telephone service. The home has central air and heating.

Per Licensee, there are no pets, firearms, and weapons on the premises. LPA's observed age appropriate toys and napping equipment for children. LPA observed electrical outlet covers throughout the facility. Smoke and carbon monoxide detectors were tested and are operable, devices are interconnected. Per licensee, no poisons stored in the home. LPA informed Licensee poisons needs to be locked (with lock or combination lock) to ensure inaccessibility to children.

Licensee provides food for the children, Licensee was notified to ensure children who may bring food from home, containers are properly labeled and stored. LPA observed chemicals and cleaning components under sink in kitchen area. Kitchen area is off limit has baby gates in place and cabinets have baby safety latches/locks. Sharps are placed in high out of reach counter.

Licensee states children who show signs of illness and waiting to be picked up use ill-isolation area located in the 1/2 side of the living room (infant napping room). Licensee stated currently no children on medication. Fire extinguisher proof of receipt was reviewed and purchased on 2/29/24, extinguisher is charged. Disaster and Fire drill was conducted 9/26/24. Fire place is located in the day care room screened/barricaded for inaccessibility. LPA observed staircase in the kitchen area, kitchen is off limit and has safety gates for inaccessibility, LPA gave consultation regarding baby gate needed at the bottom of the staircase when caring for children less than 5 years old.

LPA reviewed (4) children files and (2) staff files (Licensee and assistant). Mandated Reporter training for both staff expires 5/1/26 and pediatric first aid and cpr expires 5/2026. LPA conducted interview with Licensee. LPA gave consolation and/or provided the following documentation's: PUB394 Parents Rights, Capacity Ratio Regulation Form, Lic9148 Earthquake Preparedness and LIC9227 Individual Sleep Plan (12 years and under) ,15 min sleep log, and Children Roster and Report Requirements (UIR).

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Based on today’s visit, Per Regulations Title 22 there facility was found in compliance, and no citations were given today.

A notice of site visit was given and must remain posted for 30 days.
