On Friday, October 21, 2022 at 10:32 a.m. Licensing Program Analyst (LPA) Mayra Rivera conducted a pre licensing inspection and met with Director Charlotte Giles who guided LPA Rivera on a tour of the facility.

This is a proposed preschool program and will serve children ages 2 to 5 years. This program will operate Monday - Friday 8:00 a.m – 5:00 p.m. Sign in/out and health check screenings will take place at the front entrance of each classroom. All areas identified on the facility sketch were toured both indoors and outdoors. The applicant is seeking to provide care for 45 preschoolers. On September 28, 2022 a fire clearance was granted for 60 preschool children.

At approximately 10:55 a.m. LPA entered English classroom to conduct an inspection and measurements. LPA Rivera observed a sink, age appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. Disinfectants, cleaning solutions, and other items that can pose a danger are stored inside the top cabinet located above the hand washing sink making it inaccessible for children to reach. LPA observed a step trash bin with a tight-fitting lid. LPA observed a safety gate door between the classroom and the English Nap Room.

At approximately 11:14 a.m. LPA entered English nap room to conduct an inspection and measurements. LPA Rivera observed a sink, age appropriate furniture, napping equipment (cots) and circle time/yoga rug to be in good condition The English Nap Room, will be utilized for nap time and circle time. Disinfectants, cleaning solutions, and other items that can pose a danger are stored inside the top cabinet located above the hand washing sink making it inaccessible for children to reach. LPA observed a step trash bin with a tight-fitting lid. LPA observed a safety gate door between the classroom and the English classroom.

At approximately 11:23 a.m. LPA entered French nap room to conduct an inspection and measurements. LPA Rivera observed a sink, age appropriate furniture, napping equipment (cots) and circle time/yoga rug to be in good condition The French Nap Room, will be utilized for nap time and circle time. At approximately 11:27 a.m. LPA entered French classroom to conduct an inspection and measurements. LPA Rivera observed, age appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed a step trash bin with a tight-fitting lid. LPA observed a safety gate door between the classroom and the French Nap Room.

At approximately 11:32 a.m. LPA entered Spanish classroom to conduct an inspection and measurements. LPA Rivera observed, a cubby, age appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA also observed, napping equipment (cots) and circle time/yoga rug to be in good condition Disinfectants, cleaning solutions, and other items that can pose a danger are stored in the staff/kitchen inside the closet. LPA observed a door with a child proof latch between the classroom and staff/ kitchen area. LPA observed a step trash bin with a tight-fitting lid. LPA observed a door between the classroom and staff/kitchen area closed and with a child proof lock.

LPA Rivera observed two toilets with training seats between English and French nap rooms. LPA observed boys and girl’s restroom located next to the Spanish classroom. LPA observed 1 toilet, 1 urinal and 1 sink in the boy’s restroom. The girl’s restroom, LPA observed 2 toilets and 1 sink. LPA observed hand soap dispenser with soap and the paper towel dispensers with no paper towels and a step trash bin with a tight-fitting lid. LPA observed a total of 4 toilets and 5 sinks. Ill/isolation area children will utilize the staff restroom located in the church building.

Heating lighting and ventilation were evaluated by LPA Rivera. LPA observed ceiling fans in each classroom. LPA observed 4 AC wall units. One located in the English and French nap rooms and two in the Spanish rooms. The wall heaters in the classrooms, LPA observed heater screen covers installed.

The fire extinguishers are located inside the classrooms and staff/kitchen area. LPA observed the valves on the required 2A10BC fire extinguishers indicating fully charged and the service tags dated June 15, 2022. LPA Rivera did not test the alarms as they are wired to the pull-down fire alarm system. Each classroom is equipped including the yard with first aid kits and LPA observed the first aid kits to be fully stocked with bandages, adhesives, antiseptic, gloves and scissors.

At approximately 11:55 a.m., LPA Rivera entered the outdoor playgrounds to conduct an inspection and measurements. LPA observed a side yard and main playground. LPA observed the yards to be fenced all around and with gate and locked with keypad locks.

The side yard, LPA observed 4 bench/tables and 3 sail triangles for adequate shade. LPA observed the surface with artificial grass and maintained in a safe condition and is free of hazards. The main playground, LPA observed a playground structure ( ages 3-10 years) and an octagon climbing structure with soft cushion granulated rubber padding around and under the playground/climbing structure. The cushioned padding absorbs a fall. LPA observed age appropriate play equipment and to be in safe condition, free of sharp, no loose or pointed parts. LPA observed a sandbox and informed applicant the sandbox needs a tight fit cover. For outdoor drinking water, the facility is providing a water beverage jug cooler and sippy cups. For adequate shade, LPA observed one sail triangle.



For napping equipment, LPA observed cots. The cots are stored in the nap rooms. Parents will be providing the blankets, sheets to cover the cots. For ill/isolation area children will utilize the Director’s office and a cot will be available for children use to rest if needed. Director's office is located on the second floor. The two stairways, LPA observed safety gates installed.

This program provides a.m. and p.m. snacks. The meals will be provided by the parents. LPA did not observe the menus posted inside the classrooms and outside the bulletin board. For water drinking, LPA observed water dispensers inside the classrooms. LPA observed the staff/kitchen area to be clean and free of litter,rubbish, rodents, and/or any other vermin. LPA observed storage containers for solid waste, including moveable bins with tight-fitting covers that are kept on, and in good repair. LPA advised any food or solid waste need to be stored in a container with tight-fitting lid cover. The facility was observed to be free of flies, other insects and rodents.

Facility will be administrating medication. The medication will be stored in the classroom inside cabinet and or storage closet.

LPA observed the documents posted on the bulletin wall located near the main gate entrance. LPA observed LIC 613A Personal Rights, PUB Child Passenger Restraint System Poster, LIC 610 Emergency Disaster Plan, LIC 9149 Earthquake Preparedness Checklist, and PUB 393 Parent's Rights Poster.

Director Charlotte Giles has the Pediatric First Aid/ CPR certification dated 10/24/20, Health and Safety dated 05/12/2018 and lead component dated 11/10/2020. Director has immunization against pertussis, and measles, influenza declination and Child Abused mandated certification (AB 1207) dated 5/31/22. Director has been informed mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com

Incidental Medical Services (IMS)
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Criminal Record Statement


Director Charlotte Giles was informed that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Items discussed during this visit:

1.The following items are prohibited by Licensing: Refused Entry to a Facility or Any Part of a Facility is a violation of Section 1596.852, 1.596.853 or 1597.09. Regulations 101238 (g) (2), The Presence of an Excluded Individual, Fire Clearance Violations, Accessible Bodies of Water, Accessible Firearms, Ammunition or Both

2. Breakfast/Lunch/Snack Menus: Menus are required to be posted one week in advance where it is visible by the child's authorized representative. Menus for the past 30 days must also be available upon request.



3. Current Children’s Roster: Each child day care facility shall maintain a current roster of children who are provided care in the facility. The roster shall include the name, address, and daytime telephone number of the child's parent or guardian, and the name and telephone number of the child's physician. This roster shall be available to the licensing agency upon request.

4.LIC 311A - Records to be Maintained at the Facility: LPAs advised that forms, regulations and quarterly updates can be accessed on the Child Care Licensing website at: www.ccld.ca.gov.

5.Pediatric First Aid and CPR: At least one person trained in Pediatric First Aid and CPR must be present.

6.Designated Staff: The name of the childcare center director or fully qualified teacher(s) designated to act in the director's absence must be on file.

7.Qualifications: Educational background, training, and/or experience for each staff present must be available for review.

8. Immunization Requirements: Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles

9.Children’s Records: must be available for review; including but not limited to, the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

Based on today's inspection, measurements and availability of toilets and sinks; the facility can accommodate the requested capacity of 45 preschoolers. The plan of correction is to place a tight fitting cover to cover the sandbox, verify the age for the playground structure and post the menus inside the classrooms. Due by November 21, 2022.
