13 | On 08/16/2024 Licensing Program Analyst (LPA) Jonnisha Culbert conducted an unannounced complaint visit to deliver findings. LPA met with Licensee, Charlotte Giles who guided LPA on a tour of the facility. Licensee, 6 staff and 32 children were present during visit.
The investigation of the allegation that staff made inappropriate threats towards day care children over social media consisted of LPA reviewing pertinent information and conducting interviews with staff, children, and parent. LPA reviewed a thread of messages on WhatsApp between staff at the facility. In the messages, there is a conversation regarding child 1 and child 2 in which the staff expresses frustration towards the behavior of the two children. Interviews with staff did not corroborate the allegation that a threat was made towards the children in this message thread. Interviews with children and parents did not reveal any concerns towards the care provided by the staff.
Although, staff were engaged in an inappropriate conversation about children, LPA was unable to find the allegation of a threat was made towards children. Therefore, the preponderance of evidence standard has not been met.
