25 | Licensing Program Analysts (LPAs) R.Derraco and A. Padilla conducted an unannounced case management visit to the above mentioned facility on 05/10/24. LPAs conducted the inspection at 12:30 PM with Director Charlotte Giles, who guided analyst on a tour of the facility. LPAs observed 37 children and 6 teachers present during this inspection. The physical plant of the facility was observed to be in compliance with California Code Regulation (CCR) Title 22.
The purpose of this visit is to follow up on an Unusual Incident Report dated 05/10/24. Director states that C1 was playing in the sandbox and cut himself above his eyebrow while playing with a metal shovel. Authorized representatives were contacted and C1 was picked up at approximately 10:53 AM. Director provided a video recording of the incident happening to LPAs. LPAs observed that C1 was playing in the sandbox with other children. The video shows S2 walking over and talking to the children. During the conversation, LPAs observed that the children stopped playing when S2 began talking to them. After the conversation, two other children are observed to stop playing however C1 continues to run around in the sandbox. LPAs observed C1 falling down in the sandbox and S1 immediately tending to the child.
Director states that, prior to entrance into the outdoor play area, teachers discuss the play area rules posted outside the gate. Per Director, the older children understand the rules, however the younger children are still learning. LPAs observed a total of 4 teachers supervising the children in the outdoor play area. Another 2 teachers were observed supervising a group of children separate from the area where the incident had taken place. Through observation of the available video, the facility is observed to be in compliance with CCR Title 22 regulations regarding Care and Supervision. No citations will be issued today. Children in care were observed to be under the supervision of a qualified teacher at all times. LPAs observed the sandbox to have 5 metallic shovels and adequate shade.
A notice of site visit was given and must remain posted for 30 days
