11/27/2024 - This is an amended report. Licensing Program Analysts (LPA) Dayna Chambers conducted an unannounced complaint inspection on October 29, 2024, to investigate the above allegations. LPA met with Allison Christenson, Director, who provided tour of facility at 12:45pm. There were 48 children and 8 staff and 1 Director present during visit.

During this investigation LPA Chambers conducted inspections, interviews, made observations, and reviewed documents. Documents collected: LIC 9040 Children’s Roster, Terminix Invoices, Empire Professional Cleaning Invoices, and staff roster.
Allegation: Staff do not provide a safe environment for children. Substantiated
LPA conducted confidential interviews and learned the center did use Fabuloso cleaner for disinfectant from 11/28/2022 to approximately 02/01/24. The use of Fabuloso created a strong odor at the center. Staff denied spraying chemicals in the presence of children. The new center director, as of 2/1/2024 took steps to correct the cleaning procedure and follow Title 22 -General Sanitation regulations.

The center stopped using Fabuloso, and working with the regional office, corrected the cleaning procedures.

Based on interviews, there is a preponderance of the evidence to prove that the facility failed to provide a safe environment for children between 11/28/22 to 02/01/24. Therefore, the allegation is substantiated. No deficiency is cited.

A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days.
Exit interview was conducted and report was reviewed with Co-Director, Alexandra Vasquez.
