On 07/17/2024 at 9:30 am, Licensing Program Analysts (LPAs), Elka Chavez, Susann Sanchez and Joshua Ortega conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPAs met with Director, Allison Christenson. This facility is currently licensed as a preschool program with a toddler component. The capacity for children ages 3 to entry into first grade is 74 and toddler children ages 18 to 36 months is 16 for a total capacity of 90 children. The Licensee, Little Angel’s Preschool and Kindergarten has requested to increase the preschool capacity by 30 additional preschool children for a total new capacity of 120.

The facility is located in the premises of the Christian Life Church. Per Director, Christenson, parents are provided with a code to gain access to the gated parking lot. Hours of operation will be Monday to Friday from 6:30 am to 6:00pm. There were 65 children present with 9 staff during today’s inspection. Appropriate ratios and supervision were observed.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director, Allison Christenson that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPAs observed the facility consists of two classrooms. LPAs observed the first classroom facing Pacific Avenue to be an open concept room with 4 ft wall panels all around separating each classroom. LPAs observed structural changes had been made to the open concept classroom. LPAs observed the classroom wall panels were rearranged and the classrooms were moved to the center of the room. LPAs observed board panels were added on top of the approved 4 ft wall panels in the Jupiter and Mars classroom. LPAs observed preschool children wearing diapers in classrooms Mars and Jupiter. LPAs did not observe changing tables or padding in the classrooms. LPAs observed children being changed standing up. LPAs did not observe a sink. LPAs confirmed that there are preschool children that are not potty trained.

At 3:01pm LPAs observed blinds with long cords in classrooms Mars, Jupiter and in the new classroom. LPAs observed the cords are hanging where it is accessible to a child. LPAs observed the portable sink in the toddler classroom was not working. LPAs observed a changing table in the toddler classroom and the portable sink was located in the other side of the classroom. LPAs informed facility representative, Allison Christenson that while the changing table is in use, it should be placed within arm's reach of a sink. LPAs were informed by Allison Christenson that the toddler children and staff use the preschool bathroom to wash their hands and that there are no potty-trained toddlers currently enrolled.

LPAs continued to tour the facility and measured indoor and outdoor activity space. Due to structural changes that were not reported to the Department LPAs were unable to determine accurate square footage for the change in capacity. The total indoor space for the currently licensed toddler component measured 512.73 square ft. and currently licensed preschool 2135.83 square ft. changing the capacity previously approved. Per Director, Allison Chritenson there are currently 74 children enrolled. Director, Allison Christenson stated that they will put the classrooms back to the way were originally licensed this weekend. LPAs will need to return to the facility to remeasure once changes have been made. Drinking water is available in the classrooms via a water jug that is filled with filtered water. LPA observed the ill isolation bathroom next to the new classroom Saturn. There are no bodies of water or weapons on the property. Fire clearance was granted by City of Long Beach Fire Department on 06/24/2024.

The facility currently has two fully fenced playground areas. Fencing is made of iron and was observed to be at least four feet high. LPAs observed preschool children being escorted by their authorized representative to their designated classroom. The preschool children must walk through the toddler outdoor play area. LPAs also observed toddler children playing in the toddler outdoor play area while preschool children were being escorted into their classroom. LPAs did not observe a waiver on file for the toddler outdoor area. The total square footage for the toddler outdoor activity space is 1081.59 square feet, which is not sufficient to accommodate the current approved capacity. The facility will submit a waiver to request staggered outdoor use. There is a climbing structure in the toddler playground for children ages 2 to 5 years of age which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber matting. The total square footage for the preschool outdoor activity space is 3395.26 square feet, which is not sufficient to accommodate the requested increase of capacity. outdoor use. LPAs observed shade is provided via quadrilateral hanging sunshade. Drinking water is available via water jug. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The following corrections are needed prior to the issuance of the license:

• Licensee needs submit a waiver for the preschool children to walk through the toddler outdoor play area.
• Licensee needs to fix the sink in the toddler classroom.
• Licensee needs to submit waiver for the toddler outdoor space.
• Licensee needs to submit waiver for the preschool outdoor space.


Director, Allison Christenson understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Director, Allison Christen was reminded that the new classroom next to the pastors office is not approved and can not be used for child care. LPAs will return once the structural changes have been made.

Based on observations Licensee made structural changes to the licensed open concept classroom without notifying the department. Based on measurements taken during today's inspection the square fooptage for the preschool and toddler component has decreased. This posed an immdiate health and safety risk to persons in care.
