An announced pre-licensing site inspection was conducted today by Licensing Program Analysts (LPAs) Elka Chavez and Crystal Green to inspect and measure facility for capacity determination. Licensing staff met with Applicant, Adharshi Deepthika Perera and Director, Marian Jayasinghe, who guided analysts on a tour of the facility. This is a change of ownership; the facility is currently licensed (License Number: 198017292). Applicant is seeking to provide care for 42 preschoolers. The Applicant is also licensed to operate a family childcare home (facility number 19741831). The proposed operating hours for the facility would be Monday through Friday from 6:30 AM to 6:00 PM.

Upon arrival, LPAs were informed that the main entrance to the facility is located at the front of the building. LPAs observed the infant and preschool program programs will need to use the same entrance to gain access to the classrooms. Per Applicant staff will escort infants to the infant classroom.

At 10:00 AM, Licensing staff was guided through a tour of the proposed preschool classrooms. The proposed preschool rooms will be Classroom 1 and Classroom 3. LPAs observed a restroom located in classroom number 1 with 4 toilets and 1 sink. The staff restroom is located next to the kitchen. Licensing staff observed 34 children cots stored in classrooms. Individual storage space was observed available for each child located near the entrance of the facility. Children will bring their own bottles of water. Toys were observed to be clean and safe. Furniture and equipment were inspected for age appropriateness and good repair. The isolation area for an ill child will be in located in the director’s office area.

At 10:30 AM, Licensing staff was guided through the proposed outdoor activity space. The outdoor area was observed to have a secured fence surrounding the property. There is adequate shade in outdoor play area. LPAs did not observe cushion material under the climbing structure located next to the swing set. LPAs observed spider webs throughout the climbing structure. LPAs observed also observed spider webs in the sand area located towards the back of the playground. There are no bodies of water on the premises. LPAs observed trash cans in the fenced side exit to the building. LPAs observed the trash cans obstructing the side exit that is designated for use in case of an emergency.

Facility will provide AM and PM snacks and lunch. No transportation is being conducted by the facility. Smoke detector and carbon monoxide detector was tested and is operable. The facility was granted a fire clearance for the requested capacity on August 01, 2023. The fire extinguisher is fully charged and was last serviced on August 15, 2023. Per Director, transportation will not be provided by the program.

Disinfectants, cleaning solutions, storage for medication and other items that are dangerous to children, were inaccessible to children in all areas. Director stated that there are no poisons stored at the facility. The kitchen/food preparation area and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste have tight-fitting covers that are kept on and in good repair. LPA observed electric outlet covers installed in the child care areas.

The existing licensed facility number 198017292 provided lead testing results which showed no exceedance.

All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person present with a valid Pediatric First Aid/CPR certification (EMSA-approved) during this inspection.

Applicant, Adharshi Deepthika Perera was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with Applicant, Adharshi Deepthika Perera the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and
documents to be posted.

LPA discussed the safe sleep regulations with Applicant, Adharshi Deepthika Perera and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep, as an additional resource. LPA also informed Adharshi Deepthika Perera of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on
their purchased equipment.

Applicant, Adharshi Deepthika Perera was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

licensing/subscribe and select the Child Care option to receive email communication.

Measurements obtained during this inspection:
Indoor classroom measurements 1203.09 sq. ft. divide by 35 sq. ft. which calculates for 34 preschoolers.
Outdoor space measurements 2855.20 sq. ft divide by 75 sq. ft. which calculates for 38 preschoolers.

Although the Applicant is requesting a capacity of forty-two (42) preschoolers. Based on measurements obtained today from both indoors and outdoors, the total capacity allowed for the preschool program will be 34 children.

The following correction will need to be made prior to submitting application for final approval to be licensed for 34 children.
· Applicant will need to obtain sufficient cushion material under the climbing structure located next to the swings
· Applicant will need to replace First Aid kits located through the preschool classrooms
· Applicant will need to relocate the Parent Board Postings in a accessible area to parents
