Licensing Program Analysts (LPAs), Jeanette Estrada and Elka Chavez conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Applicant, Amber Cook. This application is for a proposed preschool program with a toddler component. Applicant is requesting to be licensed for 30 children ages 3 through 5 years of age in the preschool classroom and 24 children ages 18 months to 36 months in the toddler classroom. Hours of operation will be Monday through Friday from 6:30AM to 6:00PM.
This is a change of ownership; the current facility was observed operating under two licenses 198018402 PUREST ACADEMY FOR KIDS INC.- PRESCHOOL and 198018403 PUREST ACADEMY FOR KIDS INC.- INFANT. The current applicant is not requesting to operate an infant program.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. There are cubbies available outside the classrooms for children's belongings. The facility will provide children with an AM and PM snack. Parents will be required to provide lunch. Menus for snacks will be provided to parents monthly. The food preparation area is located within the preschool classroom and includes one refrigerator, one microwave and one sink. The kitchen area and food storage areas were observed free of rodents and/or vermin. Hazardous items in kitchen are inaccessible to children via child safety gate. First Aid supplies were observed and are kept in the front reception area. Per Applicant, medication will only be administered to a child when accompanied with a doctor's note and medication is stored in a locked medication box located in the front reception area or in the refrigerator in the off limits staff lounge. LPAs observed at least one carbon monoxide detector in the facility. LPAs observed licensing documents to be posted. Children will be signed in and out via the Brightwheel app.

Disinfectants, cleaning solutions, and other items that are dangerous to children will be kept in a locked storage closet in the reception area. Per Applicant, there are no poisons stored at the facility. All storage containers for solid waste have tight-fitting covers that are kept on and in good repair. Availability of indoor drinking water was observed via water bottles.

Per Applicant, the isolation area is located next to the reception area. The staff restroom is readily available if an ill child requires it and is located in the hallway next to the Toddler restroom. Restrooms that will be used by children were inspected. Age appropriate sinks and toilets were inspected for availability and good repair. General sanitation was observed. LPAs observed one restroom in the preschool classroom. There is one toilet and one sink available in the preschool restroom. There is one additional sink in the preschool classroom. LPAs observed one restroom in the hallway that will be assigned to the toddler classroom. Restroom has one toilet and one sink. The proposed toddler classroom has one sink in the classroom an arm's length away from a diaper changing table.
LPAs also inspected a room in the facility that will be utilized as a therapy room per the applicant. This room will not be considered a classroom, but a separate area for therapy services.
LPAs inspected the outdoor area. Currently there are three separate sections being utilized; one preschool yard, younger infant yard and one older infant yard. The Applicant proposes to use the outdoor area in the same manner: One preschool yard, one younger toddler yard and one older toddler yard. Outdoor playground equipment is in a safe condition, free of sharp, lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that could absorb a fall. There is adequate shade in the outdoor areas. Availability of outdoor drinking water was observed (water bottles). No bodies of water were observed on the premises. LPAs advised Applicant that the children need to be within the direct care and supervision, including visual supervision of staff at all times.

LPAs measured the indoor and outdoor areas that will be utilized by children.
Total indoor activity space for the preschool classroom measured 857.01 square feet, which is sufficient to accommodate a capacity of 24 children. Total indoor activity space for the toddler classroom measured 480.11 square feet, which is sufficient to accommodate a capacity of 13 children.
Total outdoor activity space for the preschool yard measured 1619.37 square feet.Total outdoor activity space for the toddler yards measured 1162.65 square feet.
Based on the available toilets and sinks in the preschool classroom, the capacity for the preschool classroom is sufficient to accommodate a capacity 15 children. Based on the measurements of the toddler classroom, the capacity for the toddler classroom is sufficient to accommodate a capacity 13 children.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with Applicant the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
